PUBLIC INPUT- At this time members of the public may address the City Council
regarding any items not on the agenda and within the subject matter jurisdiction of the City
Council (NO ACTION can be taken on off-agenda items unless authorized by law). If you
wish to address the City Council on any matter, please fill out one of the blue forms located
on the speaker's podium and submit to the City Clerk so that your remarks on the tape
recording of the meeting can be attributed to you. When you start to address the City
Council, please state your full name and address for the record. A Public Input portion is
provided both at the beginning and end of the meeting.

APPROVAL OF MINUTES - AUGUST 18, 1997 REGULAR MEETING
Recommendation: Approve the City Council Minutes of August 18, 1997.

APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $1,267,108.74 and ratify
Payroll in the amount of $344,277.99.

PLANNING COMMISSION ACTION AGENDA- AUGUST 25, 1997
All actions of the Planning Commission become final unless appealed by the City
Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of August 25,
1997.

Recommendation. ,uthorize the Community Devel. ,ent Director to enter into a
contract with Graffiti Control Systems for the removal of graffiti from public and
private property as recommended by the Community Development Department.

RESOLUTION NO. 97-90 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY .OF
TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE "B" STREET AND "C" STREET
RECONSTRUCTION BETWEEN FIRST STREET AND IRVlNE BOULEVARD (CIP
PROJECT NOS. 700151 AND 700150)
Recommendation: Adopt Resolution No. 97-90 approving the plans and
specifications for the "B" Street and "C" Street reconstruction between First Street
and Irvine Boulevard (CIP Project Nos. 700151 and 700150) and authorizing and
directing the City Clerk to advertise for bids as recommended by the Public Works
Department/Engineering Division.

RESOLUTION NO. 97-84 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, ACCEPTING THE WORKS. OF IMPROVEMENT AND
AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR THE WATER MAIN
REPLACEMENT ON SANTA CLARA AVENUE AT SR-55 FREEWAY (PROJECT NO.
600127)
Recommendation: Adopt Resolution No. 97-84 accepting said work and authorizing
the recordation of the Notice of Completion as recommended by the Public Works
Department/Water Division.

ORDINANCE NO. 1185, FOURTH AMENDMENT TO EAST TUSTIN DEVELOPMENT
AGREEMENT
Ordinance No. 1185 had first reading by title only and introduction at the August 18,
1997 City Council meeting.
Recommendation by the City Clerk's office:
1. Have second reading by title only of Ordinance No. 1185.
2. With a roll call vote, adopt the following Ordinance No. 1185:
ORDINANCE NO. 1185 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING THE FOURTH AMENDMENT TO THE
EAST TUSTIN DEVELOPMENT AGREEMENT, AS DEFINED BY SECTION
65865.2 OF THE CALIFORNIA GOVERNMENT CODE, BETWEEN THE CITY OF
TUSTIN AND THE IRVlNE COMPANY PERTAINING TO DEVELOPMENT WITHIN
THE EAST TUSTIN SPECIFIC PLAN AREA

THE INTERMEDIATE SCHOOL SITE ON THE EAST TUSTIN LAND USE PLAN
FROM SECTOR 2 TO SECTOR 5 AT THE SOUTHWEST CORNER OF TUSTIN
RANCH ROAD AND PIONEER WAY, INCLUDING TEXT AND STATISTICAL
SUMMARY REVISIONS TO THE EAST TUSTIN SPECIFIC PLAN
9. FEE WAIVER - TILLER TRICK OR TREAT
Tustin High School is requesting $2,000 from the City for coordination of the Tiller
Trick or Treat event.
Recommendation' Pleasure of the City Council.
10. CITY OF TUSTIN LIMITED OBLIGATION IMPROVEMENT BONDS, REASSESSMENT
DISTRICT NO. 95-1
In February 1996, the City Council approved the formation of the Tustin Financing
Authority to facilitate the reorganization of Assessment Districts 85-1 and 86-2, and
the concurrent refinancing of the outstanding debt of the two Districts into
Reassessment District 95-1, made up of owner occupied residential property with
fixed rate bond assessments, and Reassessment District 95-2, made up of
commercial and vacant parcels with variable rate assessments.
Recommendation by the Finance Department:
1. Adopt the following Resolution No. 97-71'
RESOLUTION NO. 97-71 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, MAKING CHANGES IN THE AMOUNTS OF
CERTAIN ASSESSMENTS IN THE CITY OF TUSTIN REASSESSMENT DISTRICT
NO. 95-2 (TUSTIN RANCH) AND MODIFYING THE REASSESSMENT REPORT
THEREFOR
2. Adopt the following Resolution No. 97-89'
RESOLUTION NO. 97-89 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, AUTHORIZING THE ISSUANCE OF NOT TO
EXCEED $3,700,000 AGGREGATE PRINCIPAL AMOUNT OF CITY OF TUSTIN
LIMITED OBLIGATION IMPROVEMENT BONDS, REASSESSMENT DISTRICT NO.
95-1 (TUSTIN RANCH), FIXED RATE BONDS, GROUP ONE, APPROVING THE
EXECUTION AND DELIVERY OF A SECOND SUPPLEMENTAL FISCAL AGENT
AGREEMENT, A BOND PURCHASE AGREEMENT AND A CONTINUING '
'DISCLOSURE AGREEMENT (SERIES B), AND THE PREPARATION OF AN
OFFICIAL STATEMENT AND OTHER MATTERS RELATED THERETO

11. AWARD OF CONTRACT FOR COMPUTER NETWORK BUILD-OUT AND
WORKSTATION UPGRADE (PHASE I OF A TWO PHASE PROJECT)
The Computer Standards Committee has reviewed the proposals received for
Computer Workstation Upgrades and Network Build-Out, and recommends the
selection of Data General Corporation to provide the equipment and services
necessary to complete Phase I of this two phase project.
Recommendation: Approve appropriations from various funds to acquire computer
hardware, software and services to complete Phase I of the Computer Standards
Project as recommended by the Finance Department.

CLOSED SESSION- The City Council shall convene in closed session to confer with the
City Attorney regarding pending litigation to which the City is a party, W.D. Franks vs. City
of Tustin, et. al., AHM 0040436 (Workers Compensation).
ADJOURNMENT - The next .regular meeting of the City Council is scheduled for
Monday, September 15, 1997, at 7:00 p.m. in the Council Chambers at 300 Centennial
Way.
