CONSENT CALENDAR: (ALL MATTERS LISTED UNDER CONSENT CALENDAR ARE CONSIDERED ROUTINE AND WILL BE ENACTED BY ONE MOTION. Planning Commission Action Agenda August 25, 1997 Page2 PUBLIC HEARINGS: Conditional Use Permit 97-008 APPLICANT: OWNER: LOCATION: ZONING: ENVIRONMENTAL STATUS: REQUEST: MS. MYONG CHA OM WILLIAM R. ZAPPAS 650 EL CAMINO REAL CENTRAL COMMERCIAL (C-2P) TOWN CENTER REDEVELOPMENT PROJECT AREA THIS PROJECT IS CATEGORICALLY EXEMPT (CLASS 1) PURSUANT TO THE PROVISIONS OF SECTION 15301 OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. AUTHORIZATION TO ESTABLISH A MASSAGE ESTABLISHMENT WITHIN AN EXISTING TENANT SPACE AT EL CAMINO PLAZA. Recommendation - That the Planning Commission adopt Resolution No. 3541 approving Conditional Use Permit 97-008. Associate Planner, Gregory Gubman presented the staff report. Commissioner Davert moved, Commissioner Pontious seconded, to adopt Resolution No. 3541 approving Conditional Use Permit 97-008. Motion carried 4-0. · Consideration to Revoke Variance 94-010, Conditional Use Permit 97-004 and Design Review 97-008 PROPERTY oWNER: LOCATION: ZONING: ENVIRONMENTAL STATUS: REQUEST: AL'S WOODCRAFT BILLY F. MATHIS, INC. 1471 NISSON ROAD RETAIL COMMERCIAL (C- 1) THIS PROJECT IS CATEGORICALLY EXEMPT (CLASS 21) PURSUANT TO SECTION 15321 OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT GUIDELINES. DETERMINE THE PROJECT NULL AND VOID AND FORWARD TO THE CITY ATTORNEY FOR LEGAL ENFORCEMENT AS DEEMED APPROPRIATE. Recommendation - That the Planning Commission: . , Adopt Resolution No. 3542 determining Resolution No. 3517 approving Variance 94-010, Conditional Use Permit 97-004, and Design Review 97-008 null and 'void; and, Forward the matter to the City Attorney for appropriate legal enforcement action. Planning Commission Action Agenda August 25, 1997 Page 3 Director of Community Development, Elizabeth Binsack presented the staff report. The Director noted that the applicant had submitted plans for plan check and requested that the Planning Commission continue this item to their October 27, 1997 meeting. Commissioner Pontious moved, Browne seconded, to continue the item to the October 27, 1997 Planning Commission meeting. Motion carried 4-0. REGULAR BUSINESS: 4. Status Reports Recommendation: Receive and File Director of Community Development, Elizabeth A. Binsack presented the subject report, The report'was received and filed. 5. Board of Appeals Procedure Report Recommendation: Receive and File. Director of Community Development, Elizabeth A. Binsack presented the subject report. STAFF CONCERNS: 6. Report on Actions taken at the Auqust 18, 1997 City Council Meetinq. The Director reported on the subject agenda. COMMISSION CONCERNS: Commissioner Pontious Noted that the 5:30 MCAS workshop presented to the Planning Commission was excellent. Commissioner Davert Stated that he attended the August 18, 1997 City Council meeting and that UCI~ students gave an excellent .presentation on Old Town. Planning Commission Action Agenda August 25, 1997 Page 4 Inquired about having more communication with the Old Town Association and the Cultural Resources Advisory Committee prior' to items coming before the Planning Commission for consideration. ADJOURNMENT: Commissioner DaVert moved, Pontious seconded, to adjourn the meeting at 7:22 p.m. to a 6:00 p.m. Board of Appeals hearing on September 8, 1997. Motion carried 4-0. A Board of Appeals Meeting is ~scheduled for 6:00 p.m. followed by the next regularly scheduled meeting of the Planning Commission on September 8, 1997 beginning at 7:00 p.m., City Council Chambers, 300 Centennial Way, Tustin.
