That the Planning Commission receive and file this item.

ITEM #5
The following is a summary of projects and activities since the Year in Review report
which was presented at the January 14, 2014, Planning Commission meeting. The
report focuses on the status of projects that the Planning Commission, Zoning
Administrator, or staff approved; major improvement projects; Certificates of
Appropriateness; Code Enforcement activities; and, other items of interest.
• Kaiser Permanente (2521 Michelle Drive): Kaiser Permanente acquired property in
the Irvine Industrial complex, converting the existing industrial building into medical
offices. Their grand opening event will be held on April 16, 2014.
• Wireless Facility (3002 Dow Avenue): On January 28, 2014, the Planning
Commission approved a request for the construction of a new wireless
telecommunications facility consisting of a faux eucalyptus tree.
• Florist Shop (155 W. First Street): Both grading and building permits have been
issued for the construction of a new retail /office structure which has been proposed
to open as a florist shop.

Old Town Updates
• Vintage Lady (434 El Camino Real): Permits have been issued to rebuild the
burned retail building. The project will restore the building and will utilize the existing
historic facade. Construction continues to progress at the site.
• Wilcox Manor (310 South Pasadena Avenue): In August 2013, the City Council
approved a request to authorize a maximum of 24 paid or charitable events per year
at the Wilcox Manor. Additional restrooms to accommodate guests attending the
events are nearly completed.
• Mixed -use Development (125 W. Main): Permits have been issued for
construction of a new mixed -use development. It is anticipated that grading will
commence by the end of March. Once grading has begun, construction of the new
building is estimated to take approximately one year to complete.
• Mixed -use Development (195 El Camino Real): Construction of a new mixed -use
building consisting of offices, a jewelry shop, and a coffee shop, is in the final stage
of completion.

• Pedestrian Kiosk Signage (Various Locations): Staff
is beginning the process of adding three additional
pedestrian kiosk displays at various points throughout
Old Town. They will be the same as the kiosk which is
already located at the north -east comer of Main & El
Camino Real.
• Steven's Square (445 S. C Street): The top level of the
parking structure at Steven's Square will be resurfaced,
restriped, and new lighting will be installed. This project
is estimated to commence and be completed within four
to six weeks.
Tustin Leciacy Updates
The Irvine Company Apartment Development (Legacy Disposition Package
2A): In October of 2012, the City Council approved the development of 533
residential apartment units. The Irvine Company has executed the required
Disposition and Development Agreement (DDA), Development Agreement (DA),
and Agreement to Conditions. This project is currently in the framing stage of
construction.

• St. Anton Partners Apartment Development (Legacy Disposition Package
1A- North): In October of 2012, the City Council approved the development of
225 affordable multi - family residential apartment units. St. Anton Partners has
executed the required Disposition and Development Agreement (DDA),
Development Agreement (DA), and Agreement to Conditions. This project is
currently in the framing stage of construction.
Construction of St. Anton Partner's Apartment Units
• Standard Pacific Residential Development — Sheldon, Crawford,
Greenwood, and Stafford Communities (Legacy Disposition Parcels 1B &
6): On January 21, 2014, the City Council approved the construction of 375
detached single family homes by Standard Pacific Development at Legacy
Disposition Parcels 1 B & 6. Grading plans have been submitted and are currently
under review by staff.
• Regency Centers (Legacy Disposition Parcel 1C). The City Council approved
an Exclusive Agreement to Negotiate with the Regency for a commercial
development at site 1C located at the southeast corner of Kensington and
Edinger Avenue.

South Orange County Community College District (Neighborhood A): The
SOCCCD proposed an amendment to the MCAS Tustin Specific Plan to add
private uses to the Educational Village in Neighborhood A, and land exchanges
with the City to allow for a contiguous campus site. This item was approved by
the City Council on May 13, 2013. The land exchanges were recently completed
and the SOCCCD is currently undergoing demolition at the project site, and
rough grading plans are in plan check.
Fire Station 37 (Edinger /Kensington Park Drive): Construction of the new
OCFA Station # 37 is now complete with a grand opening event to be held on
March 27, 2014.

Army Reserve Land Exchange: The City is currently in negotiations with the U.S.
Army for a potential relocation from their current Army Reserve Center located on
Barranca Parkway adjacent to The District shopping center, to the future location at
the north east corner of Red Hill Avenue and future Warner Avenue. The future site
is currently owned by the City and the City is entering into a real estate transaction
with the Army to allow for the relocation. The relocation would benefit both the U.S.
Army and the City of Tustin.

Zoning Administrator Actions
There are no new Zoning Administrator actions during the first quarter of 2014. Status
updates on prior Zoning Administrator actions include:
• Pinot's Palette (2479 Park Avenue): A request
was approved for Pinot's Palette to open a
commercial recreational facility providing art
classes, and additionally allow alcoholic
beverage sales of beer and wine for on -site
consumption within an existing tenant space in
the District. They are now open for business.
Crunch Fitness (520 E. First Street): In
December 2013, the Zoning Administrator
approved a request for Crunch Fitness to
establish and operate a fitness center within an
existing tenant space in Larwin Square. Permits
for tenant improvements were recently issued,
and the business is anticipated to open in late
April.
Other Items of Interest
• Mizu Sushi Bar and Grill (2881 El Camino Real): A new sushi and Korean BBQ
restaurant offering Asian fusion food will be opening in the Market Place soon.
• LabCorp Offices (17772 17th Street): LabCorp has been issued permits to begin
tenant improvements to the exterior and interior of their office building.
• Jared Jewelers (3017 El Camino Rea): Permits have been issued and construction
has started for a new jewelry store in the Market Place.
• Koki's Teppanyaki Grille (1061 E. Main Street): Koki's has finished tenant
improvements expanding into an adjacent suite and will celebrate a grand re-
opening and ribbon cutting event on March 24, 2014.
• Union Market (2493 Park Avenue): A new marketplace -type store featuring
independent gourmet food, fashion, and lifestyle businesses will be opening in the
District in the former Borders location. Tenant improvements for both the interior and
exterior of the building are in plan check.
• Costco Gas (2437 Park Avenue): Costco Gas is in the process of expanding their
station to include three additional pump islands providing six new dispensers total.

New Restaurant Construction (Market Place): Plans have been submitted, and
are currently being reviewed by staff, to construct a new building next to Bonefish
Grill in the Market Place which will include two new restaurants: Bondi Republic Grill
House, and Lyfe Kitchen.
Leprechaun Leap 5K Race: The Community Development Department recently
partnered with the Tustin Chamber of Commerce to permit the third annual
Leprechaun Leap 5K Race which was held on March 16th. This year the race was
unique in that it included a run through the hangar. The race had approximately
1,400 participants.

Code Enforcement Updates
• Graffiti: The chart below displays the number of graffiti incidents from the prior three
fiscal years, through the current Fiscal Year up to February 2014.

• FY 2013 -2014
National Pollutant Discharge Elimination System (NPDES) inspections are
separated into categories based on a business' use, and the intensity each use has
on water quality. The two categories are industrial and commercial and are
separated into high, medium, and low priority. Each year, Code Enforcement
Officers conduct inspections based on the priority of a project.
o Industrial National Pollutant Discharge Elimination System (NPDES)
Inspections: This Fiscal Year (2013 -2014) Code Enforcement Officers are
focusing on only high priority inspections. All of the necessary NPDES
inspections have been completed for the 2013 -2014 Fiscal Year.
o Commercial NPDES Inspections: This Fiscal Year (2013 -2014) Code
Enforcement Officers are focusing on only high priority inspections. A total of
six out of 14 inspections have been completed this fiscal year.

The goal of the Water Quality Management Plan (WQMP) is to develop and
implement practical programs and policies to minimize the effects of urbanization on
site hydrology, urban runoff flow rates or velocities, and pollutant loads. Developers
are required to submit a WQMP for any new development or significant
redevelopment which increases the impervious surface of a developed site. The
WQMP is required to include Best Management Practices (BMPs) for source control,
pollution prevention, and /or structural treatment BMPs.
o WQMP's: There are approximately 120 properties (12 of which are under
construction) that have a WQMP in place. All of the WQMP inspections have
been completed by Code Enforcement for the 2013 -2014 Fiscal Year.
Public Works Department Updates (Public Improvements)
Warner Avenue (CIP No. 70202): The Irvine Company is completing grading and
underground utility work on Warner Avenue adjacent to their apartment site. They
are also completing all of Legacy Road adjacent to their site.
• McFadden Avenue Rehabilitation (CIP No. 70213) and Irvine Blvd.
Rehabilitation (CIP No. 70218): The project involves localized removal and
replacement of severely distressed asphalt paving, grinding of existing asphalt along
roadway edges, construction of a new asphalt rubber hot mix overlay, removal and
replacement of damaged curb /gutter and sidewalks, and replacement of existing
curb ramps to be made ADA compliant. Construction is currently underway with an
estimated completion in April 2014. The projects are partially funded with State -
Local Partnership Program (SLPP) Formula Grant funds through the Orange County
Transportation Authority (OCTA).

• Roadway Rehabilitation & Sidewalk Repair (CIP No. 70001 FY 2013 -14): The
project includes repaving and slurry sealing streets within the northwest region of the
City bounded by Irvine Boulevard to the north, the City boundary to the west, the
SR -55 Freeway intercepts Newport Avenue to the south and Newport Avenue to the
east. Additionally, the project includes removal and replacement of damaged
sidewalks a numerous locations throughout the City. The bidding process will be
underway soon with the schedule of construction to follow before the end of this
Fiscal Year.
• Sewer Work and Reclaimed Water Work in Tustin Ranch Road and Barranca
Parkway and Barranca Channel and Barranca Parkway Street Improvements
Work (CIP No. 70205): Sewer work in Tustin Ranch Road and Barranca Parkway
and the Barranca Channel box improvements have been completed. The reclaimed
water and Barranca Parkway Street improvements are currently underway.
Completion is scheduled for June 2014.
• Enderle Center Drive/Vandenberg Lane Intersection Enhancements (CIP No.
40078): Construction is currently underway with an estimated completion in April
2014. The project is partially funded with State -Local Partnership Program (SLPP)
Formula Grant funds through the Orange County Transportation Authority (OCTA).
New landscape "bulb -out' has been constructed as a traffic calming
measure at Enderle Ctr. Dr./Vandenberg Ln. This area will be
landscaped with trees and shrubs.

• Traffic Signal Battery Backup Systems (BBS's), Phase I (CIP No. 40079) and
Traffic Signal Controller Upgrades/ Replacements, Phase I (CIP No. 40080): CIP
No. 40079 is being constructed in four phases and CIP No. 40080 in three phases.
Phase I of each project was completed in Fiscal Year 2011 -12 and Phase II of each
project was completed in September 2013. With the completion of CIP No. 40079
Phases I and ll, traffic signals on Irvine Blvd, Tustin Ranch Road, Newport Avenue,
Edinger Avenue, and Seventeenth Street will have BBS protection. Phase III of CIP
No. 40079 (BBS's) are scheduled for construction in Spring of 2014. This will add BBS
protection on Red Hill Avenue, First Street, and McFadden Avenue. Phase IV of CIP
No. 40079 and Phase III of CUP No. 40080 are scheduled for construction in Fiscal
Year 2014 -15.
• Armstrong Avenue, Warner Avenue and Disposition Area 2B, 2C & 8 Grading
and Storm Drain Construction Project (CIP Nos. 70201, 70202 & 70222): The
construction of the storm drain installation in Armstrong Avenue and Warner Avenue
has been completed. The grading work on Armstrong Avenue, Warner Avenue and
Disposition Area 2B, 2C & 8 is currently under way. Completion is scheduled for
March 2014. Bids for the remaining underground utility and street improvement work
for Armstrong Avenue and Warner Avenue were due March 4th with contract award
scheduled for April 2014.
• Newport Avenue Bicycle Trail Reconstruction Project (CIP No.
70219): Construction is currently underway with an estimated completion in March
2014. The project is partially funded with State -Local Partnership Program (SLPP)
Formula Grant funds through the Orange County Transportation Authority (OCTA).
