PUBLIC INPUT - Members of the public may address the Redevelopment Agency on items
on the Closed Session Agenda.
CLOSED SESSION - The Redevelopment Agency shall convene in closed session to:

(Assessor's Parcel No. 401-592-12); 300-304 E. 3rd Street (Assessor's Parcel No. 401-

(Assessor's Parcel No. 401-592-13, 14, and 15); 320-324 Preble Drive, 330-334
Preble Drive, and 280-284 E. Third Street (Assessor's Parcel No. 401-593-1, 2, and
3); 285 Main Street (Assessor's Parcel No. 401-593-04).
Negotiators: Executive Director or designee and William R. and Susan E. Blanchard,
Brandon Blanchard and Nicole Blanchard; Ryo Shinagawa; Kenneth J. and Lisa K.

PUBLIC INPUT - At this time members of the public may address the Redevelopment
Agency regarding any items not on the agenda, and within the subject matter jurisdiction of the
Redevelopment Agency (no action can be taken on off-agenda items unless authorized by law).
If you wish to address the Redevelopment Agency on any matter, please fill out one of the blue
forms located on the speaker's podium and submit to the City Clerk so that your remarks on the
digital recording of the meeting can be attributed to you. When you start to address the
Redevelopment Agency, please state your full name for the record. Total time allotted for public
input on non-agenda items is limited to thirty (30) minutes to one (1) hour, at the discretion of the
presiding officer. A speaker may not relinquish her/his time to another speaker.

REQUEST FOR AUTHORIZATION TO EXERCISE THE OPTION TO PURCHASE
AGREEMENTS FOR CERTAIN REAL PROPERTY FOR THE TUSTIN LIBRARY
EXPANSION PROJECT
Recommendation:. Authorize the Executive Director or his designee to provide written
notice of the exercise of the Option to Purchase Agreements for the De Nicola and
Emery properties on or before December 15, 2002 (Option Period) setting forth an
intended purchase price to be paid by the Agency based on an Agency appraisal of the
fair market value of the properties, and to negotiate purchase of the subject properties.

REQUEST FOR AUTHORIZATION TO EXTEND OPTION TO PURCHASE TIME
PERIODS AND TO RENEGOTIATE AN EXTENDED OPTION PERIOD FOR CERTAIN
REAL PROPERTY FOR THE TUSTIN LIBRARY EXPANSION PROJECT
Recommendation: Authorize the Executive Director or his designee to extend each
option period as necessary through March 15, 2003 and to negotiate an additional time
frame for such extension through at least the expected conclusion of the Second Funding
Cycle under the California Library Bond Act.
OTHER BUSINESS
ADJOURNMENT - The next regular meeting of the Redevelopment Agency is scheduled for
Monday, December 16, 2002, at 7:00 p.m. in the Council Chamber at 300 Centennial Way.
