SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE
ADVERTISEMENT FOR BIDS FOR THE WILLIAMS STREET STORM DRAIN
PROJECT CIP NO. 50037
SUMMARY
The plans and specifications for the Williams Street Storm Drain Project CIP No. 50037 have been
prepared and the project is now ready to be bid.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 14 -24 approving the plans and
specifications for the Williams Street Storm Drain Project CIP 50037 and authorize the City Clerk to
advertise to receive bids.
FISCAL IMPACT
Funding in the amount of $550,000 has been budgeted and appropriated in the Fiscal Year 2013-
2014 Capital Improvement Program for this project, of which $400,000 is funded from the City's
Community Development Block Grant (CDBG) Program and $150,000 from the Water Capital
Fund (Fund 301) for necessary modifications to existing water mains. The City's CDBG One Year
Action Plan for Program Year 2014 -2015 includes an additional $200,000 in funds for the Williams
Street Storm Drain construction, pending City Council approval on April 15, 2014 and subsequent
submission to the United States Department of Housing and Urban Development (HUD). City
Council award of the construction contract will occur after the City has received confirmation from
HUD as to the amount of the City's CDBG Program Year 2014 -2015 allocation.
CORRELATION TO THE STRATEGIC PLAN
The project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and
Protection of Assets. Specifically, the project implements Strategy #3, which among other items, is
to ensure continuous maintenance and improvement of flood control facilities.
DISCUSSION AND BACKGROUND
The project covers the segment of Williams Street between McFadden Avenue and Alliance
Avenue. The project consists of connecting to the existing 33 inch reinforced concrete pipe storm
drain at the intersection of McFadden Avenue and Williams Street; installation of a new storm drain
on Williams Street northerly to Alliance Avenue; removal of existing cross gutter and installation of
new catch basins at the intersection of Williams Street and Alliance Avenue; installation of curb
ramps to be in compliance with current federal Americans with Disabilities Act (ADA) requirements;
modifications to existing water mains in conflict with the proposed storm drain improvements;
asphalt concrete pavement overlay; replacement of striping and pavement markings; and
adjustment of manhole rims and valve boxes to grade.

Since this project involves the replacement and repair of existing facilities with conversion of small
structures, it is Categorically Exempt under California Environmental Quality Act (CEQA)
requirements. A Notice of Exemption has been prepared for the project, and will be recorded with
the County of Orange. Additionally, as a result of federal Community Development Block Grant
funding, the project has also been reviewed and determined to be categorically excluded under
National Environmental Policy Act (NEPA) requirements.

RESOLUTION NO. 14 -24
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA
APPROVING PLANS AND SPECIFICATIONS FOR THE WILLIAMS STREET STORM
DRAIN BETWEEN MCFADDEN AVENUE AND ALLIANCE AVENUE PROJECT CIP
NO. 50037 AND AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract for the construction of the Williams Street Storm Drain between McFadden Avenue and
Alliance Avenue Project CIP No. 50037; and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, this project is categorically exempt from the requirements of the California
Environmental Quality Act (CEQA); Class 2, Section 15302: Facilities Replacement and Class
3, Section 15303: Facilities Conversion; and
WHEREAS, this project is categorically excluded from the National Environmental Policy
Act (NEPA) requirements;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by
the City Engineer are hereby approved as the plans and specifications for:
Williams Street Storm Drain between McFadden Avenue and Alliance Avenue Project
CIP No. 50037
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to
advertise as required by law for the receipt of sealed bids or proposals for the performance of
the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
held on the 1St day of April, 2014.
