SUBJECT: APPROPRIATE FUNDS FOR PREPARATION OF VACANT PROPERTY
FOR VEHICLE STORAGE AT 13761 MYFORD ROAD
SUMMARY
Staff is requesting an appropriation of $155,000 from the undesignated, unappropriated
General Fund Reserve to the Capital Projects Fund (Fund 200) to cover the cost of
preparing the vacant portion of the City owned property at 13761 Myford Road. The
improvement of the vacant lot will accommodate storm water quality enhancement and the
flexibility to store new vehicle inventory by various auto dealerships in the Tustin Auto
Center.
RECOMMENDATION
It is recommended that the City Council appropriate $155,000 from the undesignated
unappropriated General Fund Reserve to the Capital Projects Fund (Fund 200) to provide
for site enhancements for the City owned property at 13761 Myford Road.
FISCAL IMPACT
The total estimate for the proposed site preparation is $155,000.
CORRELATION TO THE STRATEGIC PLAN
This project contributes to the fulfillment of the City's Strategic Plan Goal A, Strategy #5 by
strengthening business relationships for economic development purposes.
DISCUSSION
In 1988, The Irvine Company offered a portion of land adjacent to the Tustin Market Place
shopping center for dedication to the City for future extension of Myford Road. Since the
extension of Myford Road is not foreseen in the near future, the City currently leases the
area in the interim to the Tustin Auto Center Merchants Association for storage of new
vehicle inventory.
The Irvine Company recently approached the City and offered to dedicate the future
Myford Road parcel and the adjacent remaining parcel in fee title due to the fact that the
land has been offered to dedicate for street purposes and the remnant parcel is impractical
to develop. The grant of the land to the City is to be used for the operation, maintenance,
repair and replacement of public roadway /right -of -way purposes; and in the interim may

include landscaping, fences, gates, lighting and parking of vehicles for Tustin Auto Center
dealerships. The area has been granted via a Grant Deed and accepted as authorized by
the Subdivision Code.
In an effort to better utilize this area, staff is recommending enhancing the adjacent vacant
lot to improve water quality and provide for expanded vehicle storage capability. An
amendment to the current lease with the Tustin Auto Center Merchants Association is
being drafted and will be presented to the City Council for approval at a later date.
In order to prepare the site to be suitable for storage of new vehicles, it is proposed that
crushed miscellaneous base material (CMB) be imported from a nearby stockpile located
in Tustin Legacy, placed on the site, and compacted.
Following informal bidding procedures, bids were solicited and received from three
contractors qualified to perform the work. The lowest bid was received from Hardy &
Harper, Inc.
