APPROVAL OF MINUTES — FEBRUARY 11, 2014 PLANNING COMMISSION MEETING. RECOMMENDATION: That the Planning Commission approve the minutes of the February 11, 2014 meeting as provided. Motion: Approved the February 11, 2014 minutes. It was moved by Altowaiji, seconded by Smith. Motion carried 5 -0. None PUBLIC HEARINGS REGULAR BUSINESS: Received 3. DRAFT CITY OF TUSTIN CULTURAL RESOURCES DISTRICT & filed. COMMERCIAL DESIGN GUIDELINES Staff has drafted Commercial Design Guidelines (CDG) for the Cultural Resources District (CRD). A copy of the draft document will be presented to the Commission and the public at the Commission's February 25, 2014 meeting. The draft will soon be ready to be released to stakeholders and the public for a 30 -day review period. Stakeholders should include: Tustin Chamber of Commerce, Tustin Area Historical Society, Tustin Preservation Conservancy, all owners of non - residential property within the District, all owners of businesses within the District, and other interested persons. Following the review period, staff recommends that a public workshop be held, at which the Commission will be asked to provide comments and direction to staff, and when appropriate, make a recommendation to the City Council. RECOMMENDATION: That the Planning Commission receive, review and provide staff with comments and direction prior to the February 25, 2014 meeting. Reekstin Provided a presentation of the item. Thanked Administrative Intern, Samantha Beier for her work on the document. Commissions' comments /questions generally included: Stated the document provided was well organized; asked how the item was associated with the Commercial Core Plan (CCP); asked if item would be adopted by resolution by Council; and questioned if a formal action would be required. Staff's responses /comments generally included: The purpose of the document is to be used as a "building block" for the future and for the CCP RFP; a few items within the document have not yet been codified but suggestions a need for companion code amendments to be put together at a future date; revised "draft" guidelines will be presented at the March 25, 2014 meeting; and no action needed for this item. Motion: Per the Director, no action needed other than to receive the document. Forwarded to 4. 2013 GENERAL PLAN ANNUAL REPORT AND ANNUAL the City MITIGATION MONITORING STATUS REPORT FOR FEIS /EIR Council as FOR MCAS TUSTIN SPECIFIC PLAN amended. California State Law requires each City to adopt a comprehensive, long -term general plan for its physical development and any land outside its boundaries which bears a relationship to its planning activities. The General Plan incorporates all required elements as follows: Land Use, Housing, Conservation /Open Space /Recreation, Noise, Circulation, Public Safety and a locally mandated element, Growth Management. ftfii —f.. — Olo in rn,n i—i— r.k. o �A �n1A - Dnnu I of A Section 65400 (b) of the Government Code requires that the City's planning agency provide: 1) An annual report to the City Council on the status of the General Plan and progress in its implementation; 2) Its progress in meeting its share of regional housing needs; local efforts to remove governmental constraints to the maintenance, improvement, and development of housing; and 3) The degree to which its approved general plan complies with the guidelines developed and adopted pursuant to Section 65040.2 and the date of the last revision to the general plan. The General Plan Annual Report is required to be provided to the City Council. Following the City Council's action, the General Plan Annual Report will be forwarded to the State Department of Housing and Community Development (HCD) and the State Office of Planning and Research. RECOMMENDATION: That the Planning Commission review and authorize staff to forward the General Plan Annual Report on the Status of the Tustin General Plan and the Annual Mitigation Monitoring Status Report to the City Council for consideration. Hutter Provided a presentation of the item. Commissions' comments /questions generally included: Commended staff on their hard work and activity with the many upcoming projects; questioned Page 2 regarding the RHNA overlap of 6 months and why there were certain numbers below the goal and what the consequence of that would be; and questioned Planning Area Trip Budget — p. 118 -120 — asked where the City is today with the budget. Staffs responses to Commissions' questions generally included: There is an overlap of the existing RHNA with the previous, which HCD has provided guidelines to the City on how to report during the overlap; the City's obligation is to provide the land suitable for affordable housing, no penalty; a status report/accomplishment of the trip budget will be included in the report once final. Motion: Kozak moved to forward the General Plan Annual Report on the Status of the Tustin General Plan and the Annual Mitigation Monitoring Status Report (with amendments) to the City Council for consideration, seconded by Thompson. Motion carried 5 -0. STAFF CONCERNS: Presentation: Elizabeth A. Binsack, Director of Community Development hfii f.� — oA vMA - c..,a a of A Binsack mentioned the City hosted a Form Based Codes training (studying Old Town Core Area) on February 24 -25, 2014 with staff and Kozak in attendance. She also thanked Amy Stonich for a job well done with organizing the training. COMMISSION CONCERNS: Lumbard Attended the Tustin Legacy Park Design Forum on 2/19/14. Altowaiji Thanked staff for the comprehensive report and he also thanked the Mayor and City Council for his reappointment. Favorable comments with regard to the progress in the last 20 years with projects. Smith Nothing to report. Thompson Thanked the City Council for his reappointment. He also congratulated Chief Celano. He attended the American Society Civil Engineers Awards Banquet (City of Tustin received an award for the Rawlings Reservoir project). Kozak Congrats to Thompson and Altowaiji. Thanked staff for presentations this evening. Attended the following events: 2/18 - Planning Commission interviews. 2/20 - Chief Celano and Capt. Garavan's swearing in ceremony. • 2/24 & 2/25 - Form Based Code Training. 7:52 p.m. ADJOURNMENT: The next regular meeting of the Planning Commission is scheduled for Tuesday, March 11, 2014, at 7:00 p.m. in the City Council Chamber at 300 Centennial Way.
