AUTttORIZATION .TO INSTALL ALL-WAY STOP CONTROLS AT PIONEER
ROAD/PETERS CANYON ROAD/FINLEY STREET (PRIVATE)
RECOMMENDATION:
It is recommended that the City Council, at their meeting of August 4, 1997, adopt Resolution No. 97-75
authorizing the installation of all-way stop controls at the intersection of Pioneer Road/Peters Canyon
Road/Finley Street (private) as shown in attached Exhibit A.
FISCAL IMPACT:
There is no fiscal impact to the City. In conjunction with the current development of Peters Canyon
Elementary School at the southwest comer of the subject intersection, the School District's contractor will be
installing the stop controls.
BACKGROUND:
In the late 1980's, Planning efforts in the East Tustin area identified the future need for a traffic signal at the
intersection of Pioneer Road/Peters Canyon Road/Finley Street (private). Subsequently, Conditions' of
Approval for TTM 14410 (Lewis Homes) and TTM 14366 (A-M Homes) included requirements for
participation in construction of the subject traffic signal. Both aforementioned developments have posted
bonds for their fair share cost of the signal. The Lewis Homes bond is valid until 2002 and the A-M Homes
bond is valid until 1999.
Due to current land use modifications, circulation changes, and the undeveloped nature of property in this area,
it has been determined that it would not be appropriate to install a traffic signal at this intersection at this time.
It is anticipated that a traffic signal may be needed once the area has been built-out and the Intermediate School
currently planned at the northwest comer of Pioneer Road/Pioneer Way opens. A traffic signal analysis will be
prepared prior to expiration of the aforementioned bonds.
DISCUSSION:
The Engineering Division has completed a traffic investigation of the subject location in anticipation of the
opening of the Elementary School in September 1997. A copy of the Traffic Study is available for review in
the Public Works Department.

The Traffic Study indicates that a significant increase in traffic and pedestrian activity is anticipated with the
opening of the school resulting in numerous conflicts at the intersection of Pioneer Road/Peters Canyon
Road/Finley Street (private). Without additional traffic controls, these conflicts will result in difficulty
maneuvering through and across the intersection.
Based upon school pedestrian and traffic safety concerns, the Traffic Study recommends the installation of all-
way STOP controls at this time. The additional STOP signs on Pioneer Road will dearly establish vehicular
and pedestrian right-of-way at the intersection until such time that additional analysis is prepared to address the
need for a traffic signal at this location. Once the area has developed and traffic has normalized, a traffic signal
analysis will be prepared.
In addition, it is anticipated that there will be many students walking to school from the developed areas in this
vicinity. A school crossing guard will be assigned to this location to provide direction and assist pedestrians
crossing at the subject intersection.

RESOLUTION NO. 97-75
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA DESIGNATING THE LOCATION OF
CERTAIN ALL-WAY STOP CONTROL INTERSECTIONS
WHEREAS, Section 5323 of the Tustin City Code provides for the designation
of stop intersections by resolution of the City Council upon the making of certain
findings: and .
WHEREAS, the City Council hereby finds and determines that the Placement of
stop signs at the intersection listed below is necessary to facilitate the flow of traffic and
provide for the assignment of vehicular right-of-way; and
WHEREAS, said findings are made subsequent to receipt of a traffic engineering

NOW, THEREFORE, BE IT RESOLVED by the City Council of Tustin that
the intersection set forth below is hereby designated as a stop intersection and the City
Engineer is hereby directed to place and maintain stop signs at one or more entrances to
said interSection as herein specified, and that Resolution 97~75 shall take effect upon
placement of said signs.
