Commission (NO action can be taken on off - agenda items unless authorized by
law). If you wish to address the Commission on any matter, please fill out one of
the forms located at the speaker's podium so that your remarks within the
recording of the meeting can be attributed to you. Completion of this form is not
mandatory, but accurately provides your information for the record.
CONSENT CALENDAR:
All matters listed under the Consent Calendar are considered routine and will be
enacted by one motion. There will be no separate discussion of these items prior
to the time of the voting on the motion unless members of the Commission, staff, or
public request specific items to be discussed and /or removed from the Consent
Calendar for separate action.
Written materials relating to agenda items for an open session regular meeting of the Planning Commission that are
distributed to a majority of the Planning Commission less than 72 hours prior to the meeting are available for public
Inspection at the following locations: At the Community Development Department — Planning counter - during regular
business hours and following business hours (after 5:30 p.m.) in the Council Chamber on the day of the meeting.

1. APPROVAL OF MINUTES — MARCH 25, 2014, PLANNING COMMISSION
MEETING.
RECOMMENDATION:
That the Planning Commission approve the minutes of the March 25, 2014 meeting
as provided.

PUBLIC HEARINGS:
2. CONDITIONAL USE PERMIT 2013 -13 & DESIGN REVIEW 2013 -11
A request to construct and operate an unmanned wireless telecommunications
facility consisting of a fifty (50) foot tall mono - eucalyptus faux tree with twelve
(12) panel antennas and associated equipment at 14450 Chambers Road.
On March 31, 2014, the applicant requested a continuance of the item to
April 22, 2014.
RECOMMENDATION:
That the Planning Commission table the item to allow additional time to review
the revised plan.

REGULAR BUSINESS:
3. CODE ENFORCEMENT COMMENDATION
Code Enforcement investigates and enforces municipal codes and regulations to
maintain a safe and desirable community. Code Enforcement Officers (Officers)
are responsible for ensuring compliance with the City's municipal codes relating
to signs, zoning, property maintenance, business licenses, noise, and water
quality and respond to complaints pertaining to the Uniform Housing Code and
Building Codes. Officers are trained to conduct investigations, interact with the
public, and issue warnings, citations, and notices. They are also required to
prepare documentation for legal action and testify and present evidence in
administrative hearings and court as necessary.
The City of Tustin has two Code Enforcement Officers in the Division. The Officers,
Brad Steen and George Wiesinger, have been working for the City for 10 and 14
years respectively.
RECOMMENDATION:
That the Planning Commission recognize and commend Code Enforcement
Officers Brad Steen and George Wiesinger for their dedication and continued
efforts for the Tustin community.

4. DRAFT CITY OF TUSTIN CULTURAL RESOURCES DISTRICT COMMERCIAL
DESIGN GUIDELINES — FOR 30 -DAY PUBLIC REVIEW PERIOD
On February 25, 2014, staff presented the draft Commercial Design Guidelines
(CDG) for the Cultural Resources District (CRD) to the Commission and
Agenda — Planning Commission April 8, 2014 — Page 2 of 3
recommended that the Commission receive and review the document, and provide
staff with comments and direction following a 30 -day review period.
The CDG will serve as a guide to assist property owners, architects, contractors,
and other design professionals in understanding the City's goals for the
preservation of historically significant buildings and neighborhoods. Another
purpose is to provide basic principles for achieving quality design and development
compatible with the character of the CRD, as the guidelines often help property
owners and design professionals in designing projects that are acceptable and
consistent with the design criteria and standards established for the CRD.
RECOMMENDATION:
That the Commission provide comments and input as deemed appropriate.
