Code Enforcement investigates and enforces municipal codes and regulations to maintain
a safe and desirable community. Code Enforcement Officers (Officers) are responsible
for ensuring compliance with the City's municipal codes relating to signs, zoning,
property maintenance, business licenses, noise, and water quality and respond to
complaints pertaining to the Uniform Housing Code and Building Codes. Officers are
trained to conduct investigations, interact with the public, and issue warnings, citations,
and notices. They are also required to prepare documentation for legal action and testify
and present evidence in administrative hearings and court as necessary.
The City of Tustin has two Code Enforcement Officers in the Division. The Officers, Brad
Steen and George Wiesinger, have been working for the City for 10 and 14 years
respectively.
Brad and George do an outstanding job as Code Enforcement Officers. They are
continually called upon to use their extensive experience and expertise to complete the
duties and responsibilities required of their position. This is no small feat when we
consider that they handled almost 300 code enforcement cases last year alone. This
includes complaints and concerns that arise within the community where they must
investigate, inspect and resolve cases. Most of which are complicated and challenging.
In addition to their daily work load, Brad and George regularly attend the Neighborhood
Improvement Task Force (NITF) meetings and other City committee meetings. Their
efforts in the community improvement projects have been recognized through multiple
awards from OC Human Relations and Orange Section of the American Planning
Association.
Code Enforcement is also responsible for the oversight of the City's Graffiti Removal
Program (Program). Brad and George have been instrumental in implementing and
maintaining the Tracking Automated and Graffiti Reporting System (TAGRS) tracking
and billing system. Their diligence in ensuring quick removal has been imperative for

the success of the Program and ultimately the timely removal of graffiti throughout the
City of Tustin.
Brad and George also conduct water quality inspections and have worked to enforce
successfully the City's sign ordinance; especially as it relates to temporary signs and
garage sales. These efforts further improve the quality of life for the Tustin community.
Brad and George are an integral part of the Community Development Department and
they are an excellent and much appreciated asset to have for the City of Tustin and the
community.
RECOMMENDATION:
That the Planning Commission recognize and commend Code Enforcement Officers Brad
Steen and George Wiesinger for their dedication and continued efforts for the Tustin
community.
