BACKGROUND: Staffhas received a memo frOm the Orange County Transportation Authority (OCTA) asking for a City-appointed representative to serve on the Special Needs in Transit Advisory COmmittee. This item was brought before the TASC Advisory Board, on July 25, 1997. The Board recommended the appointment of Dee Dyball to fill this position. Dee has been an active member of the Board for over one year and a volunteer at the Tustin Area Senior Center for six. She currently serves as a TASC Representative to the Area Agency on Aging (AAA) Transportation Committee. Jim Box, Community Services Supervisor, is a voting member. RECOMMENDATION: Approve the appointment of Dee Dyball as Representative of the Special Needs in Transit Advisory Committee as recommended by the TASC Advisory Board. OCTA is looking for citizens to serve on our Special Needs in Transit Advisory Committee. The Special Needs Committee is being reorganized to enhance participation by individuals with disabilities and those who represent organizations assisting frail seniors or the disabled. The Special Needs Committee advises OCTA about public transportation issues affecting disabled individuals using OCTA's services. Enclosed is an application to serve as a committee member. If you or someone you know is interested in serving, please complete the application and return it to OCTA in the enclosed envelope by August 31, 1997. For additional applications, or if you have questions, please call JoAn Case, Manag. er of Marketing and Customer Relations, at (714) 560-5595. Criteria considered in the selection of persons for membership include: · Demonstrated interest and experience with disabled persons and senior citizens; · Large, active constituencies with whom transportation matters are regularly discussed; ' · Willingness to dedicate no fewer than 25 hours a year to OCTA meetings/activities. Committee membership also will be based on representation of a variety of disabilities and geographic locations. Following the application cloSing date of August 31, members of the Board of Directors will each .select two individuals, based on qualifications, to serve on the Committee.' Committee members may be reappointed for additional terms at the discretion of the appointing director or his/her replacement. The Special Needs in Transit Advisory COmmittee serves an important role at OCTA. We encourage you to~apply or to notify others whom you believe should be considered for participation. The Orange County Transportation Authority (OCTA) is a state-mandated, countywide transportation agency that works with state and local officials, community groups, businesses and other regional transportation agencies to coordinate a unified effort to identify, design, fund and implement traffic solutions. The OCTA is governed by an l 1-member Board of Directors consisting of four members of the Orange County Board of Sdpervisors, six city representatives and one public member selected by the other ten. Additionally, there are three alternate members, one each to act in the absence of a Supervisor, city member or public member. What is the SPecial Needs Advisory Committee? in Transit The Special Needs in Transit Advisory Committee was formed in 1992 to advise the OCTA on its special needs transit service. Each OCTA Director and alternate will select two individuals to serve, for a total of 28 committee members. The Committee's responsibilities are to: · Advise OCTA about issues that relate to OCTA transit and paratransit services. · Recommend the appropriate mechanism for obtaining disabled and senior service Users' input on issues, i.e., focus groups, surveys, public meetings, et cetera. · Recommend policy reviews as they pertain to service operations. Meets the needs of individuals' with disabilities and senior citizens. · CommuniCate with care-providers and agency clients regarding service-related information. -- · Assist with special needs service evaluations. Who may apply to serve on the Special Needs in Transit Advisory Committee? The OCTA is looking for individuals with: · demonstrated interest and involvement with disabled persons and senior citizens, · large,, active constituencies with whom regular interface regarding transportation matters is conducted; and · a willingness to dedicate no fewer than 25 hours a year to OCTA meetings and activities.
