HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DMSION APPROVAL OF PLANS AND SPECI~CATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE "A" STREET AND MOUNTAIN VIEW DRIVE RECONSTRUCTION PROJECTS BETWEEN FIRST STREET AND IRVINE BOULEVARD (CIP NOS. 700145 AND 700146) RECOMMENDATION It is recommended that the Tusfin City Council, at their meeting of July 21, 1997, adopt Resolution No. 97-72 approving the plans and specifications for the "A' Street and Mountain View Drive reconstruction projects between First Street and Irvine Boulevard and authorizing and directing the City Clerk to advertise for bids. FISCAL IMPACT The Engineer's construction estimate for this project is $264,560.00 (-A,, .Street) and $221,070.00 (Mountain View Drive). The proposed 1997-98 FY Capital Improvement Program Budget allocates $336,000.00 for reconstruction of "A' Street and $258,000.00 for Mountain View Drive from the CIP fund. BACKGROUND This project provides for the' reconstruction of the existing street pavement, curb, gutter, sidewalk and driveway entrances along with the replacement of overgrown parkway trees and the addition of residential street fighting along both affected streets. Over the years, the severe damage to the existing street improvements was mused by the root system of the large (mainly Ficus) trees. In order to protect the new improvements, this project provides for the removal of the existing trees which have very invasive roots and the replacement with a tree species which has a confined root system. Staff received resident feedback about the sensitive tree removal issue via various survey requests and also. by means of a public information workshop which was held for these projects. The response received from the residents of "A' Street preferred a phased tree replacement plan in order to preserve the tree canopy; while the residents of Mountain View Drive' generally preferred a one-time replacement of the huge trees with another species. 1 5 6 7 8 9 10 19. 15 ~6 17 18 19 ~0 25 26 27 RESOLUTION NO. 97-72 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE "A" STREET AND MOUNTAIN VIEW DRIVE RECONSTRUCTION PROJECTS BETWEEN FIRST STREET AND IRVIN~ BOULEVARD (CIP NOS. 700145 AND 700146) WHEREAS, it is the intention of the City Council of the City of Tustin California to contract for the "A" Street and Mountain View Drive reconStruction projects between First Street and Irvine Boulevard; and WllEREAS, the City Engineer has presented plans and specifications for the construction of said work; ' NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City En~neer be; and hereby are approved as the plans and specifications for: · :'A" STREET AND MOUNTAIN VIEW DRIVE RECONSTRUCTION PROJECTS BETWEEN FIRST STREET · AND IRVINE BOULEVARD (CIP NOS. 700145 AND 700146) BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise, as required by law, for the receipt of sealed bids for the performance of the work specified in the plans and specifications; BE IT FURTHER RESOLVED that this project is categorically exempt from the California Environmental Quality Act requirements per Categories Class 3, Section 15303(e) and Class 2, Section 15302(c).
