AWARD OF CONTRACT FOR THE NEWPORT AVENUE REHABILITATION
PROJECT (CIP NOS. 700126, 700129 AND 700153)
RECOMMENDATION
It is recommended that the City Council at their meeting of July 21, 1997, declare that Sequel Contractors
and Hillcrest Contractors bids are non-responsive and award the Newtx)rt Avenue Rehabilitation Project
contract to R.I. Noble Company, in the amount of $697,611.55 (the lowest responsive bid).
FISCAL IMPACT
Funding for this project was included in the 1996-97 FY and will be carried over to the 1997-98 FY
Capital Improvement Program. The Federal funds match is 50%, therefore, Federal and City funds will
each contribute $348,806 for this construction contract.
BACKGROUND
The Orange County Transportation Authority Board of Directors previously approved three segments' of
the Newport Avenue Pavement Rehabilitation Project for ~ Surface Transportation Program (LSTP)
federal funds with a 50% match for the design and construction phases. The first segment is Newport
Avenue from south of McFadden Avenue to Nisson Road. The second segment is Newport Avenue from
south of El Camino Real to south of Bonita Street along with El Camino Real west of Newlx)rt Avenue to
east of Orange Street. The third segment is Newport Avenue from south of Bonita Street to north of First
Street, as shown on the attached location map. The street pavement will be repaired, reconstructed and/or
resuffaced within the limits of the project along with all 'appurtenant work. This prq~ct will cause
increased traffic congestion and inconvenience to the public and businesses along Newport Avenue for
approximately three months. Public Works/Engineering Division will work with the contractor to provide
a traffic control plan and project phasing to minimize the impact to the public.
Seven (7) bids were received on June 24, 1997 and are summarized as follows:

R.J. Noble Company's bid is 0.49% below the engineer's estimate of $701,013.50. The references and
the Contractors State License for R.J'. Noble Company have been checked and are appropriate for the
subject project.
Based on the City Attomey's recommendation, the first apparent loTM bid from Sequel Contractors and the
second apparent low bid from Hillcrest Contractors were .found unresponsive to the project's DBE.
requirements as directed by Federal guidelines. Therefore, the third low bid from R.J. Noble Company
is the lowest responsible bid. '
