HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENq'/ENGINEERING DIVISION APPROVAL OF ADVERTISING BUS SHELTER LOCATIONS PURSUANT TO TUSTIN CITY CODE SECTION 9404 RECOMMENDATION: It is recommended that the Tustin City Council at their regular meeting of July 21, 1997 approve eleven additional locations proposed for advertising bus shelters. FISCAL IMPACT: There is no fiscal impact associated with this action. The City does receive $125 per month plus 1% of the gross advertising revenue for each advertising shelter. BACKGROUND: On November 20, 1995, the City Council approved a franchise agreement with the Eller Media Company to install and maintain bus shelterCand benches in the City. The franchise agreement authorized Eller Media to install a maximum of fort~ four advertising shelters, four non-advertising shelters and thirty-five bench sites, On May 13, 1996, the Planning Commission approved the design of bus shelters and benches and recommended a.Iist of proposed locations of advertising bus shelters to the City Council. To date, Eller Media has installed 26 advertising bus shelters throughout the City. Many of the sites originally recommended by the Planning Commission and approved by the City Council have been eliminated due to business.and property owner concerns, right of way conflicts and OCTA route changes and bus stop location changes/removals. The Placement of four non-advertising shelters and thirty-five concrete benches were also included in the contract with Eller. The siting of these non-advertising facilities does not require City Council approval. However, placement of these facilities has been delayed while alternate advertising sites have been considered and investigated. With this action the project should be complete by this fall.
