HUSTON, CITY MANAGER COMMUNITY DEVELOPMENT DEPARTMENT SERVICE AUTHORITY FOR THE ABATEMENT OF ABANDONED VEHICLES (SAAV) PROGRAM REC~O~qVFENDA TION That the City Council authorize the Community Development Deparunent to apply to the Orange County Transportation Authority (OCTA) through' the Service Authority Abandoned Vehicles (SAAV) program for funding for the purchase of a new code enforcement vehicle to support the City's Abandoned Vehicle Program; and to approve appropriation of funds to the Community Development Department Passenger Vehicle Account if the funds are received. FIRCAI, IMPACT If authorized, the Community Development Department will submit a funding request to the OCTA as the Service Authority for the SAAV Program to receive funds in the amount of $15,000.00 for the purchase of a new vehicle. The vehicle will only be purchased if funding is obtained through the SAAV Program. There will be no fiscal impact to the City's General Fund. BACKGROUND AND DI,qCU,R~ION · Assembly Bill (AB) 4114 enacted on September 30, 1991, established local service authorities for the purpose of assisting in the abatement of abandoned vehicles. Via AB 4114, a $1.00 fee may be imposed on vehicles registered to owners within counties with established service authorities. The service authority for Orange County is the Orange County Transportation Authority and was established on January 1, 1992. City Council Report SAAV Program July 21, 1997 Page 2 Since 1992, the Community Development Department has administered the City's Vehicle Abatement Program. Specifically Code Enforcement investigates abandoned vehicle complaints, obtains registered vehicle owner information, 'sends letters to the owner, coordinates with the Police Department for'Citing/towing, and prepares and processes the quarterly reimbursement requests under the Vehicle Abatement Program. Earlier this year the City Council authorized the Community Development Department tO apply for surplus SAAV funds. The Community Development Department received $17,738.00 from the surplus monies account to purchase a code enforcement vehicle, camera equipment, printer and filing cabinets. All participating SAAV cities may compete for surplus program funds to support their vehicle abatement program. Currently there are $32,903.00 in available SAAV funds. If these surplus funds are not requested by the end of the reporting period for the fourth quarter~ they must be returned to the State of California. The Community Development Department wishes to request funding in the amount of $15,000.00 for the purchase of a second vehicle to assist in abandoned vehicle abatement. If the funding is received, the Council is requested to permit the revenues to be appropriated to the Community Development Department Passenger Vehicle (010-400-3010-9715) Account for the following equipment in the following amount: · Code Enforcement Vehicle- $15,000.00 Assistant Director Elizabeth A.
