",:: 'i "'~ RECOMMENDATION It is recommended that the Tustin Community Redevelopment Agency (RDA), at their meeting of July 21, 1997, take the following action: 1. Authorize the City Council to approve the plans and specifications for the Sycamore Avenue Storm Drain and Block Wall Project between Newport Avenue and the SR-55 Freeway. 2. Authorize the City Clerk to advertise this project for bids. 3. Authorize the City Council and staff to administrate all future consultant agreements, bid documents and construction contracts. FISCAL IMPACT .The Engineer's construction estimate for this project is $326,210.00. The City's 1996-97 FY Capital Improvement Program Budget provided $50,000.00 in funds for final design from the Community Development Block Grant (CDBG) Program and utilized approximately $15,000.00 from the Redevelopment Agency funds for the purpose of final design. The proposed 1997-98 FY Capital Improvement Program Budget will allocate $390,000.00 for construction of the improvements (including .funds for future landscaping) from the Redevelopment Agency - South Central (RDA-SC) funds. BACKGROUND This project is scheduled before the Tustin City Council, at their meeting of July 21, 1997, for approval of plans and Specifications and authorizing and directing the City Clerk to advertise for bids. The proposed improvements w/Il provide approximately 855 linear feet of 10 foot average height masonry block wall along the City's southerly right-of-way line of Sycamore Avenue from Newport Avenue to Pasadena Avenue and along Caltrans southerly right-of-way line of the northbound SR-55 Freeway off-ramp from the SR-55 Freeway to Pasadena Avenue. In addition, the existing earthen "V" ditches, which currently convey water from both sides of Sycamore Avenue down to Newport Avenue will be replaced with an under~ound reinforced concrete pipe (RCP) storm drain system. A landscape plan and supporting irrigation system will be designed and constructed under a separate contract, as the final phase of this project. SYCAMORE AVENUE STORM DRAIN A2VD BLOCK WALL PROJECT BETWEEN NEWPORT AVENUE AND THE SR-55 FREEWAY, 'REDEVELOPMENT AGENCY - sOUTH CENTRAL (RDA-SC) FUNDING 1997-98 FY (C[P NO. 700149 RDA) AND BE IT FURTHER RESOLVED as follows: That the City Council is hereby authorized to approve the plans and specifications for the Sycamore Avenue Storm Drain and Block Wall Project between Newport Avenue and the SR-55 Freeway. . That the City Clerk is hereby authorized and directed to advertise, as reqtiired by law, for'the receipt of sealed bids for the performance of the work specified in the plans and specifications. That the City Council and staff is hereby authorized to administrate all future consultant agreements, bid documents and construction contracts. 'AND BE IT FURTHER RESOLVED that this project is categorically exempt from the Califomia Environmental Quality Act requirements per Categories Class 3, Section 15303(e) and Class 2, Section 15302(C).
