RATIFICATION OF NEW TUSTIN COMMUNITY FOUNDATION
BOARD MEMBERS
BACKGROUND:
At the Foundation's June 25, 1997 meeting, the Foundation's Nominating Committee presented
a slate.of six (6) new members for consideration. (Attached to this staffreport is a short bio on
each candidate.)By unanimous vote, all six new candidates and selected terms were endorsed, as
well as additional three-year terms for Margarete. Thompson and Council appointee, Mayor
.Thomas.
Pursuant to the Foundation's bylaws, the Council must ratify the recommendation of the Board.
The candidates and terms are:

Shirley Gilbert
Paul Irby
Noah McMahon

Foundation Board of Directors Increases its Ranks
In its quest to develop a broader base of community and business leaders
dedicated to solving problems and sensitive to the needs of the community of
.Tustin, The Tustin Cornrnnnlty Foundation has added six outstanding
· individuals to the Board of Directors:.
Charles E. Puckett
Chuck was first elected to the Tustin City Council in April of 1990 and
Mayor Pro Tom upon taking office. He was unanimously selected to serve as
mayor of Tustin on April 1 $, 1991 for a one year term. Prior to serving on the
City Council, Mr. Pucker was appointed to the City of Tustin Planning
Commission in 1982, and served until 1988, one year as Cboirman and one
year as Vice Chairman. Mr. Puckett has been employed by Hunt Wesson,
Inc. for the past twenty-cig]at years. He presently serves as Director of
National Accounts, Food Services Division. Mr. Puckett has been active in
the community, participating in the Kiwanis Club, Tustin Boys and Girls
Club, the Sheepfold, Tustin High School Baseball Boosters and. the
Peppertree Homeowners Association.
Shirley Gilbert
Shirley serves as the Executive Vice President of the Marconi Automotive
Museum for Kids and is a Founding Member of the Marconi Foundation for
Kids. In 1992 she was Vice President of Marketing for The Right Solution,
In 1987 she started" The Abbey Crifl~ & Interior Design.". In 1982 she was
voted one of ten top Business Women of Orange County.. She is affiliated

with the Arthritis Foundation, patron of High Priority and Childhclp, USA.
Ms Gilbert is also a founding member of thc Orange County Br~_jlle Institute
and a board member of thc National Confcrcncc of Christians and Jews.
Scot Proud
Scot is Vice Prcsi&nt and Manager of Bank of Am~q'ica's Commercial
Banking Operations for North orange County, Where he is responsible for
managing all retail and commercial non-borrowing client relationships, sales
and support of cash management products, personnel, client relations and
budget management. Mr. Proud joined thc North Orange County Regional
office in February 1996. he has been in thc Commercial Banking Division
since 1989, In 1982 Mr. Proud was selected as the bank's Orange County
Volunteer of the Year for his work with Junior Achievement and Project
Business. Additionally, Mr. Proud is involved with thc Orange County
Department of Education, Alternative and Correctional Education Schools
and Services, Coach for Central Orange Bobby Sox, selected Principal of the
day by the Orange County Department of Education in 1997.
Noah McMahon
Noah i~ thc Director of Sales and Events at the Richard Nixon Library gt
Birthplace in Yorba Linda, California where he has worked since 1992. he
has worked on such projects as President Nixon's funeral services' and
conferences that have included Bill Clinton, Bob Dole, Newt Gingrich and
Henry Kissingcr. he also consults for various non-profit organiT~fiOl~ and
evaluates hotels across the country. In the past, Mr. McMahon h~ served on
the staff of the Los Angeles World Affairs Council org~i~i~g events. Mr.
McMahon is a Tustin resident where he has been a homeowner since 1995.
Paul Irby
Paul has maintained a law practice in Tustin for the past 23 years,
emphasi~in_g business transactional and litigation law. He has been a director
of the Tustin Chamber of Commerce since 1989, during which time he has
served as the Secretary, Vice President and President. Mr. Irby is a charter
member and Past President of the Tusfin Breakfast Lions Club. He has been
involved with'he Cystic Fibrosis Foundation in their fund raising activities for
many years. Last year Mr. lrby served on the Tustin Community Foundation's
Policy & Procedures Committee and assisted in drafting new policies and
procedures for the Foundation.
Klm Barone
Klm is the Regional Manager for Southern California Edison's Public Afl'a/rs
Department, serves as the company's primary contact to the cities of Costa
Mesa, Irvine, Newport Beach, Tustin, and Villa Park. Prior to joining the
SCE Public Affairs team, Ms. Barone served as Chief of Staff at the Garden
Grove district office of Senate Republican leader, Rob Hur~. Additionally,
she previously held the positions of assistant lnanager for the Huntington .
Beach Chamber of Commerce and business development specialist for the
City of Huntington beach's Eeonom/e-Development Department. Ms. Barone
is active with four Ch_ambers of Commerce, Grange County Business
Council, Tustin Economic Development Committee and Ol/ve Crest
Chaplaincy Board.
