TOURNAMENT AND PRIVATE LEAGUE FEES
RECOMMENDATION:
Adopt Resolution 97-66, modifying sports field use fees for tournaments and private
leagues to include a $12 per team fee dedicated to the "Field Fund."
BACKGROUND:
As you recall, last July fees for the City-sponsored adult softball leagues were increased
to bring program and revenue expenditures in line. An added benefit of this action was
that $12 per team~ per season was dedicated to the newly created "Restricted Capital
Maintenance Fund." The "Field Fund" was established to dedicate a source of funds for-
repair and enhancement to the athletic fields at Columbus Tustin Park and Tustin Sports
Park. City sponsored adult softball leagues alone contributed $5500 into the "Field
Fund."
On June 19, 1997, the Park and Recreation Commission, by a 5-0 vote, approved a $12
per team fee to tournament and other private use groups utilizing City sports fields. In
acting on this matter, the Commission cited the importance of applying consistency in the
assessment of fees that-contribute to the "Field Fund."
DISCUSSION:
While most tournaments and private leagues occur on weekends, the use of City facilities
is often maximized, with games continuously played fi.om 8:00 a.m. to 9:00 p.m.
Considering the amount and duration of use, these groups significantly impact the
condition of the fields. It should be noted that the tournaments and leagues are generally
adult activities and are typically sponsored by organizations outside the City of Tustin.
If Resolution 97-66 is adopted, the new policy will be in effect beginning August {, 1997.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, MODIFYING SPORTS FIELD USE FEES, FOR THE
DEPARTMENT OF COMMUNITY SERVICES

Whereas, the City Council finds and determines as
follows: ,~

The Sports Division of the Community Services
Department is responsible for providing leisure
services to the community which result in the
Department incurring certain maintenance,
p~ogram, supervision, administrative and
capital costs.

California Government Code allows the City
to charge applicants reasonable fees not to
exceed the amount reasonably necesssary to
provide the service required for' providing
leisure programs.

Those participating in tournaments and private
leagues at City owned sports fields and
athletic facilities shall contribute to the
"Restricted Capital Maintenance Fund" (Field
Fund) to sustain ongoing maintenance and
equipment replacement expenses.
II. Whereas, the City Council hereby establishes a $12
per team fee, for tournaments and private leagues
utilizing City Sports Fields. Said fee shall be
applied uniformly except where, in the d~scretion of
the City Manager, reduced fees are justified by
special circumstances.
PASSED AND ADOPTED by the City Council of the City of
Tustin at a regular meeting held on the 7th day of July,
1997.
