Huston, City Manager Mike Henley, Director of Community Services Inter -Corn APPROVED STAFF RECOMMENDATION CONTRACT AMENDMENT FOR FRONTIER PARK RESTROOM REHABILITATION SUMMARY ,Staff is requestingCity Council authorization t� amend the. professional seivices'codtract to Provide additional design services. BACKGROUND' BOA Architecture has been under contract with the City for the design, preparation of construction documents and construction administration for the restroom rehabilitation at Frontier Park. The value of the contract is $21,420 00 Pinetree Park and Magnolia Tree Park restroom rehabilitations are currently scheduled, and funding is appropriated in the Capital Improvement Program. Design has yet to begin on either Staff is recommending that BOA's current contract be amended to provide additional design services for Pinetree Park and Magnolia Tree Park restroom rehabilitation. Benefits of this strategy include: 1 The Frontier Park restroom will serve as a prototype design. This will minimize the design time and construction. Magnolia Tree Park will require a longer design process, because the program requires relocation of the restroom to a central location in the park and at least one meeting each before the Parks and Recreation Commission, the Planning Commission and the City Council. The architect can begin the design process now, funding for construction is not available until FY 1998 -99 By bidding Pinetree Park and Frontier Park as one project, the City should benefit from better unit costs on building materials. Bidding the construction of Pinetree Park and Frontier Park together, planned for early fall, will require managing the project as a CDBG project. Please note the attached Fixed Fee spreadsheet which provides a cost for each task. DESCRIPTION OF SERVICES PRE - DESIGN- 1 Ascertain as -built drawings and site analysis. SCHEMATIC DESIGN & DESIGN DEVELOPMENT 1 Review with client the entire scope of work and general design direction 2. Review requirements and space required for all areas. 3 Establish all special equipment or services, such as: lighting, electrical, etc. 4 Develop two (2) concept studies of the site plan, for review with client. 5 Community Outreach meeting. none required 6 Refinement of Schematic Design with input from consultants. CONSTRUCTION DOCUMENT 1 Prepare construction document for Bldg Dept. approval and bidding purposes inclusive of a. Architectural drawings and specifications. b Structural drawings and specifications. c. Plumbing and electrical drawings, energy calculations and specifications. d. Landscape drawings and specifications for area disturbed by demolition only e Drainage (only) drawings and specifications for area disturbed by demolition only 2. It is our understanding that Bldg. Dept and internal plancheck will be at a minimal because of the re -use of the prototype restroom building for Frontier Park. BIDDING SERVICES- charged on a Time & Material basis 1 Assist client in evaluation of bids 2. Issue addendum and clarifications during bidding CONSTRUCTION ADMINISTRATION charged on a Time & Material basis 1 Review shop drawing submittal and samples 2. Visitations to the site during time of construction 3 Inspect completed facility and prepare a list of omissions and corrections • COMPENSATION- see attached Fixed Fee spreadsheet. HOURLY RATE SCHEDULE. Following are our current hourly rates: TITLE HOURLY RATES Principal $130 00 Project Architect $ 90 00 Project Designer $ 85 00 Specification Writer $ 75 00 CADD senior tech $ 70 00 CADD tech. $ 60 00 Senior Administrator $ 50 00 Intern $ 30 00 REIMBURSABLE EXPENSES. The following items are to be considered reimbursable and are not included in the basic scope of services: 1 Reproduction costs for additional blueprinting, photocopies, and photography billed at 1 15 times cost. 2. Construction of any models or prototypes, as requested by the Client to be billed at 1 15 times cost. 3 Fees incurred by other consultants as approved by the Client, to be billed at 1 15 times cost. 4 Any permits and fees paid to government agencies billed at 1 15 times cost. 5 Preparation of perspective renderings. 6 Additional Community Outreach meetings. ADDITIONAL SERVICES. 1 Changes requested by client to work that has previously been approved 2.
