SUBJECT: AWARD CONTRACT FOR THE FY 2013 -14 ROADWAY REHABILITATION
AND SIDEWALK REPAIR PROJECT CIP 70001
SUMMARY
Staff is requesting that the City Council award a construction contract to the lowest
responsive /responsible bidder for the Fiscal Year (FY) 2013 -14 Roadway Rehabilitation and
Sidewalk Repair Project CIP 70001.
RECOMMENDATION
It is recommended that the City Council award a construction contract to the lowest
responsive /responsible bidder, Hardy & Harper, Inc. in the amount of $1,469,000.00, for the FY
2013 -14 Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP 70001 and authorize
the Mayor and the City Clerk to execute the contract documents on behalf of the City.
FISCAL IMPACT
Sufficient funds in the amount of $1,765,000 have been budgeted and appropriated in the Fiscal
Year 2013 -2014 Capital Improvement Program Budget. CIP 70001 is part of the City's on -going
Maintenance of Effort (MOE) obligation to maintain eligibility for Renewed Measure M (M2)
funding. Effective July 1, 2014, the new MOE benchmark will be adjusted to increase from
$1,110,535 to $1,222,756 for FY 2014 -15. Funding is provided through a combination of General
Fund and Gas Tax.
CORRELATION TO THE STRATEGIC PLAN
Rehabilitation of roadways and repair of sidewalks contribute to the fulfillment of the City's
Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements
Strategy #3, which among other items, is to ensure continuous maintenance and improvement of
public facilities.
DISCUSSION
The Roadway Rehabilitation and Citywide Sidewalk Repair CIP 70001 for Fiscal Year 2013 -14
includes asphalt concrete pavement repair, asphalt concrete overlay, slurry sealing, and traffic
striping on various streets within Zone 2 of the City's Pavement Management Program. Zone 2 is
generally bounded by Irvine Boulevard to the north, the city boundary to the west, the southerly
terminus of Newport Avenue at the flood channel to the south, and Newport Avenue to the east.
The project also includes citywide sidewalk repair which focuses on removal and replacement of
damaged sidewalk numerous locations throughout the City based on an annual field survey
conducted by the Engineering Division. The Engineer's Estimate was $1,520,875.

Formal bids were publicly opened on April 22, 2014 and reviewed by Public Works. Six (6) bids
were received and are summarized below by order of least dollar amount:

Staff has reviewed the references and the State Contractor's License for Hardy & Harper, Inc. and
has determined that they are appropriate for the subject project.
It is recommended that the City Council award the construction contract to the lowest
responsive /responsible bidder, Hardy & Harper, Inc. for the FY 2013 -14 Roadway Rehabilitation
and Sidewalk Repair Project CIP 70001 and authorize the Mayor and the City Clerk to execute the
contract documents on behalf of the City.
