ARMSTRONG AVENUE, WARNER AVENUE AND DISPOSITION AREA 2B, 2C
& 8 GRADING AND STORM DRAIN CONSTRUCTION PROJECT - CIP NOS.
70201, 70202 & 70222 AND AUTHORIZE THE CITY ENGINEER TO FILE A
NOTICE OF COMPLETION
SUMMARY
Construction of the Armstrong Avenue, Warner Avenue and Disposition Area 213, 2C & 8 Grading
and Storm Drain Construction Project - CIP NOS. 70201, 70202 & 70222 has been completed to
the satisfaction of the City Engineer and is now ready for City Council acceptance.
RECOMMENDATION
It is recommended that the City Council take the following actions:
Adopt Resolution No. 14 -30 accepting the construction of the Armstrong Avenue, Warner
Avenue and Disposition Area 2B, 2C & 8 Grading and Storm Drain Construction Project -
CIP NOS. 70201, 70202 & 70222; and
2. Authorize the City Engineer to execute and file the Notice of Completion with the Orange
County Recorder's Office.
FISCAL IMPACT
The final construction cost for the Armstrong Avenue, Warner Avenue and Disposition Area 213, 2C
& 8 Grading and Storm Drain Construction Project - CIP NOS. 70201, 70202 & 70222 is
$8,814,333.36, including authorized contract change orders in the amount of $328,198.36.
$10,700,000 was appropriated in the Fiscal Year 2013 -2014 Capital Improvement Program from
Land Proceeds (Fund No. 189) covering the costs of construction, construction management and
engineering, environmental mitigation monitoring /compliance, geotechnical and materials testing,
archaeology and paleontology monitoring /compliance, and construction contract contingency.
CORRELATION TO THE STRATEGIC PLAN
The construction of Armstrong Avenue, Warner Avenue and Disposition Area 213, 2C & 8 Grading
and Storm Drain Construction Project contributes to the fulfillment of the City's Strategic Plan Goal
A: Economic and Neighborhood Development. Specifically, the project implementation of Strategy
1, which among other items, is to develop critical phases of Tustin Legacy.

DISCUSSION
The grading of Armstrong Avenue, Warner Avenue and Disposition Areas 2B, 2C & 8 within
Neighborhood D, including storm drain construction in Armstrong Avenue and Warner Avenue is
deemed complete to the satisfaction of the City Engineer and is now ready for City Council
acceptance.

RESOLUTION NO. 14 -30
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF
COMPLETION FOR THE ARMSTRONG AVENUE, WARNER AVENUE
AND DISPOSITION AREA 26, 2C & 8 GRADING AND STORM DRAIN
CONSTRUCTION PROJECT - CIP NOS. 70201, 70202 & 70222
WHEREAS, Sukut Construction, Incorporated, having a contract with the City of
Tustin to construct the hereinafter described public works and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and
completion of said public improvement hereinafter mentioned in a manner satisfactory
to the City Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions
of the contract documents and the Notice of Completion, and acceptance of said public
works and improvement should be filed and payment of the balance due said contract
authorized in accordance with the contract documents;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public works and improvement is found to be complete, and the same is
hereby accepted. Said public works and improvement is more particularly described as
follows:
Armstrong Avenue, Warner Avenue and Disposition Area 213, 2C & 8 Grading and
Storm Drain Construction Project - CIP NOS. 70201, 70202 & 70222
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is
hereby authorized to execute and file a Notice of Completion for the acceptance of said
public works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 6th day of May 2014.
