Binsack, Director of Community Development Doug Stack, Director of Public Works Justina Willkom, Assistant Director of Community Development Dana Ogdon, Assistant Director of Community Development Scott Reekstin, Principal Planner Amy Stonich, Senior Planner Ryan Swiontek, Senior Planner Brad Steen, Code Enforcement Officer George Wiesinger, Code Enforcement Officer Vera Tiscareno, Executive Secretary PUBLIC CONCERNS: Resident, Tina Blenz, asked the Commission how street names are determined. Thompson Deferred the question to Staff. Binsack Her response generally included: Street naming depends on the area of the city (i.e. Tustin Legacy - Developers submit names by tract and then the street names must be approved by the City; East Tustin Area - street names were approved by a committee which most were followed by Tustin pioneers; and older parts of the city were historically established by the City). Thompson requested that the Commission move Item #4 to the top of the agenda in order to continue it to the next appropriate meeting. REGULAR BUSINESS ITEM #4 Item DRAFT CITY OF TUSTIN CULTURAL RESOURCES DISTRICT continued to COMMERCIAL DESIGN GUIDELINES — FOR 30 -DAY PUBLIC REVIEW a date PERIOD uncertain. Minutes — Planning Commission April 8, 2014 — Page 1 of 4 Approved as amended. Motion: Item tabled On February 25, 2014, staff presented the draft Commercial Design Guidelines (CDG) for the Cultural Resources District (CRD) to the Commission and recommended that the Commission receive and review the document, and provide staff with comments and direction following a 30 -day review period. The CDG will serve as a guide to assist property owners, architects, contractors, and other design professionals in understanding the City's goals for the preservation of historically significant buildings and neighborhoods. Another purpose is to provide basic principles for achieving quality design and development compatible with the character of the CRD, as the guidelines often help property owners and design professionals in designing projects that are acceptable and consistent with the design criteria and standards established for the CRD. RECOMMENDATION: That the Commission continue the item to a date uncertain. CONSENT CALENDAR: APPROVAL OF MINUTES — COMMISSION MEETING. RECOMMENDATION: MARCH 25, 2014, PLANNING That the Planning Commission approve the minutes of the March 25, 2014 meeting as amended. It was moved by Kozak, seconded by Lumbard, to move the Consent Calendar as amended. Motion carried 5 -0. PUBLIC HEARINGS: CONDITIONAL USE PERMIT 2013 -13 & DESIGN REVIEW 2013 -11 A request to construct and operate an unmanned wireless telecommunications facility consisting of a fifty (50) foot tall mono - eucalyptus faux tree with twelve (12) panel antennas and associated equipment at 14450 Chambers Road. On March 31, 2014, the applicant requested a continuance of the item to April 22, 2014. Stonich Binsack Kozak RECOMMENDATION: That the Planning Commission table the item to allow additional time to review the revised plan. REGULAR BUSINESS: 3. CODE ENFORCEMENT COMMENDATION Code Enforcement investigates and enforces municipal codes and regulations to maintain a safe and desirable community. Code Enforcement Officers (Officers) are responsible for ensuring compliance with the City's municipal codes relating to signs, zoning, property maintenance, business licenses, noise, and water quality and respond to complaints pertaining to the Uniform Housing Code and Building Codes. Officers are trained to conduct investigations, interact with the public, and issue warnings, citations, and notices. They are also required to prepare documentation for legal action and testify and present evidence in administrative hearings and court as necessary. The City of Tustin has two Code Enforcement Officers in the Division. The Officers, Brad Steen and George Wiesinger, have been working for the City for 10 and 14 years respectively. RECOMMENDATION: That the Planning Commission recognize and commend Code Enforcement Officers Brad Steen and George Wiesinger for their dedication and continued efforts for the Tustin community. Provided a presentation of the item. There were favorable comments from the Commission for Code Enforcement Officers Brad Steen and George Wiesinger. STAFF CONCERNS: Thanked the Commission for their commendation to Code Enforcement Officers Brad Steen and George Wiesinger.
