AWARD OF BID FOR CONSTRUCTION OF CEDAR GROVE PARK
PROJECT NO. 400041
SUM31ARY: The Bid Opening for construction services was conducted on Thursday,
May 22, 1997. Five (5) companies submitted bids. Staff'is recommending that the City
Council award construction services to HONDO CO. INC. of Santa Ana, for a not-to-
exceed amount totaling $1,373,521.17.
RECOMMENDATION:
It is recommended that:
The City Council award a contract for the construction of Cedar Grove Park,
Project No. 400041, to HONDO CO. INC. of Santa Ana, in the amount not-to-
exceed $1,373,521.17, including all bid alternates, subject to approval of the
contract requirements by the City Attorney and execution by the City Manager.
The City Council appropriate $84,633.00 from the Park Development Fund to
cover the cost of lab testing, printing and advertising, and a contingency.
FISCAL IMPACT:
Funding for the construction of Cedar Grove Park is through the Park Development Fund.
Based upon estimates from the Architect and Project Manager, the entire budget of the
project is estimated to be $1,736,164,00,'including design, construction, bid alternates,
testing lab, printing, advertising, project management, and a contingency fund.
The 1996-97 capital budget appropriated $1,592,027.00 for construction. The bid for
base construction costs and the six (6) alternates is within this budgeted amount.
However, an additional appropriation of $84,633.00 is requested to cover the cost of lab
testing, printing and advertising and a contingency.

BACKGROUND AND DISCUSSION:
At the Council's April 21, 1997 regular meeting, the Council approved the plans and
specifications and authorized advertisement for bids for the construction of Cedar Grove
Park. At that meeting, staffrecommended appropriation of the project budget as part of
the bid award process.
Sealed bids were opened on May 22, 1997. Five (5) bids for project construction were
received. The three low bids, including bid alternates numbers I-6, were as follows:

Throughout the public process the Architect, staff and Parks and Recreation Commission
attempted to work within the City Council directive of spending no more than $1.4
million on construction. This necessitated bidding six (6) elements as alternates.
Alternate #1 - 10 Plus Play Area:

The PRC requested that it be included for the young
Alternate #2 - Dry_ StandPipe Irrigation Demonstration Site: Operable water element that
demonstrates old type irrigation technologY.
Alternate//3 - Rest Room Motion Detectors: This is a security feature that activates the
interior rest room light if there is movement inside.
Alternate//4 - Dry_ Stream Crossing: Four (4) small foot crossings over the dry
streambed.
Alternate//5 - Addition of Seven (7) Pre-cast Concrete Lo~s: Added enhancement to the
tot-lot theme play area.
Alternate #6 - Concrete Mow Strip: Replace 1,770 f~. of steel edger strip with concrete
mow strip. Provides ease of maintenance and is a safer product.
A complete listing of all bids submitted and a description of the six (6) alternates has
been included as an attachment.
An extensive reference check of the contractor, a review of the bid, and a determination
that the contractor holds a valid contractor's license were completed by the Project

Manager, and a review of the bonds and insurance will be completed by the City
Attorney.
Construction of the project will begin shortly after the execution of the contract.
Completion of the project should take place approximately February 1998.
