PUBLIC CONCERNS
Phil Cox, property owner in Old Town Tustin, provided handouts to the dais
regarding the cons of having ficus trees in Old Town Tustin. He was speaking
in regards to 'preserving the historic Tustin' by not planting ficus trees in the
Old Town Tustin area.
Bob Lindquist, spoke in favor of having more restaurants in the Old Town
Tustin area.
Jennifer Lin, resident, spoke in favor of preserving Old Town Tustin and asked
about the City's plan of revitalizing the area.
Thompson Thompson's response to the speakers' questions /comments /concerns
generally included: Action could not be taken on the issues brought forward,
nor could discussion among the Commission be held since the items were not
on the agenda. He referred to City staff for feedback, direction with regard to
the ficus trees. He also requested that Mr. Lindquist and Ms. Lin be invited to
any future outreach programs /workshops taking place once a consultant is
chosen for the Downtown Commercial Core Plan (DCCP).
Binsack Binsack's response to Thompson's questions generally included: She

informed the speakers of the Request For Proposal (RFP) that recently went
out for Consultant Services for the DCCP; she also briefly explained what the
purpose of the RFP was; Binsack stated that at a later date, there would be
an outreach program for the DCCP where residents and businesses could get
involved and that Mr. Lindquist and Ms. Lin would be informed at that time;
Binsack also stated that the ficus tree discussion could possibly be a part of
the outreach program when the time comes.

APPROVAL OF MINUTES — APRIL 8, 2014, PLANNING
COMMISSION MEETING.
RECOMMENDATION:
That the Planning Commission approve the minutes of the April 8,
2014 meeting as provided.
Motion: It was moved by Altowaiji, seconded by Smith to approve the minutes of the
April 8, 2014 Planning Commission meeting. Motion carried 5 -0.
PUBLIC HEARINGS:

Resolution No.
4256. A request to construct and operate an unmanned wireless
telecommunications facility consisting of a fifty (50) foot tall mono -
eucalyptus faux tree with twelve (12) panel antennas and associated
equipment.

This project is categorically exempt pursuant to Section 15303 (Class
3) of the California Environmental Quality Act (CEQA).
RECOMMENDATION:
That the Planning Commission adopt Resolution No. 4256 approving
Conditional Use Permit (CUP) 2013 -13 and Design Review 2013 -11,
a request to construct and operate an unmanned wireless
telecommunications facility consisting of a fifty (50) foot tall mono -
eucalyptus faux tree, twelve (12) panel antennas and associated
equipment to be located behind the existing building at 14450
Chambers Road.
Reekstin Provided a presentation of the item.

Thompson Thompson's questions /concerns /comments generally included: Asked if
parking would be affected due to the location of the pole and if any restriction
to ingress /egress to the site; in favor of the location of the faux tree and asked
if it would be inconspicuous space; questioned the trees stage of growth in the
renderings in comparison to the faux tree.
Reekstin Reekstin's response to Thompson's questions /concerns generally included:
The proposed location is at the rear of the building therefore the faux tree
would be inconspicuous; and the photos in the plans depict a 30 foot tall
eucalyptus tree based on a growth of 6 feet a year, which would be 5 years
down the road.
The Public Hearing opened at 7:27 p.m.
Alexis Hadley's (AT &T representative) comments generally included:
Commended Reekstin's report; explained AT &T's experience with significant
gap in coverage along Franklin Avenue and Walnut Avenue and surrounding
areas; and stated the site analysis report would be the least intrusive means
required by Federal Law in order to fill the gap in coverage.
Altowaiji Altowaiji asked Ms. Hadley about co- location being an option.
Ms. Hadley stated the nearest co- location was a Verizon Wireless tree which
was approximately % of a mile from the co- location and too far away to fill the
gap in coverage.
Smith Smith asked about the coverage area for the antenna site.
Ms. Hadley's responses generally included: The antenna site would depend
on the number of people using their phone, the type of device being used,
whether or not data is being used, and the time of day; Ms. Hadley explained
the average distance a site will cover is approximately 1 -3 miles.
Altowaiji Altowaiji questioned the % of a mile coverage should then be covered via a
co- location.
Ms. Hadley stated, per the radio frequency engineers, there would not be
coverage during the peak hours.
Thompson Thompson commended AT &T for the alternative location study being
extensive.
The Public Hearing closed at 7:32 p.m.
Kozak Kozak's favorable comments generally included: He found the application,
staff analysis and staff review to be complete and thorough; location size and

Kozak cant. appearance are compatible with the surrounding industrial area; enhanced
landscaping; supportive of the recommended action; and stated
Condition 2.6 does include requirements for co- location providers.
Altowaiji Had no further comments at this time.
Smith Smith concurred with Kozak's comments. Commended AT &T and staffs
efforts to make this project as minimally invasive as possible. He was also in
favor of the increased bandwith and access.
Lumbard Lumbard's questions /comments for Staff generally included: He asked if the
50 foot height and design dimensions would be consistent with past faux
trees; Lumbard also asked about the enclosed cinder block structure location
and if it would be bordering the parking lot to the north; and he had favorable
comments for AT &T being cooperative with Staff with regards to the desires
the City has.
Reekstin Reekstin's response to Lumbard's questions generally included: the proposed
faux tree would be consistent with past faux trees; design is typical of other
types of monoeucalyptus faux trees; the enclosure would be adjacent to the
building (referenced the site plan); and the proposed equipment would be
facing northwest.
Thompson Thompson's comments generally included: Parking ingress /egress; and he
had favorable comments regarding the many trees covering the site being
complementary to the faux tree.
Motion: Smith moved to adopt Resolution No. 4256, seconded by Lumbard. Motion
carried 5 -0.

Lumbard . 6/1 —Attending the City's Chili Cook -Off from 11 a.m. —5:30 p.m.
• Reminder to everyone to keep those who have served our country in
all thoughts and prayers.
Thompson . 4/15 - Attended the O.C.T.A. Citizens Advisory Committee meeting
(received updates on the Long Range Transportation Plan,
Environmental Update, and Bike Safety Marketing).
• 6/1 - Attending the Camp Pendleton Mud Run and the City's Chili
Cook -Off.
• 6/5 — Attending the City's State of the City from 4 -6 p.m. at the Tustin
Community Center at the Tustin Marketplace.

The next regular meeting of the Planning Commission is scheduled for
Tuesday, May 27, 2014, at 7:00 p.m. in the City Council Chamber at 300
Centennial Way.
