STACK, DIRECTOR OF PUBLIC WORKS /CITY ENGINEER SUBJECT: ADOPT RESOLUTION NO. 14 -29 TO ACCEPT IMPROVEMENTS FOR THE TUSTIN RANCH ROAD, VALENCIA AVENUE AND PARK AVENUE EXTENSION, AND VICTORY ROAD PHASE 2 ROADWAY IMPROVEMENTS CONSTRUCTION PROJECT (CIP NOS. 70100, 70204, 70206, 70214, & 70215) AND AUTHORIZE THE CITY ENGINEER TO FILE A NOTICE OF COMPLETION SUMMARY Construction of the Tustin Ranch Road, Valencia Avenue and Park Avenue extension, and Victory Road (formerly Legacy Road) Phase 2 Roadway Improvements Construction Project (CIP Nos. 70100, 70204, 70206, 70214 & 70215) has been completed to the satisfaction of the City Engineer and is now ready for City Council acceptance. RECOMMENDATION It is recommended that the City Council take the following actions: Adopt Resolution No. 14 -29 accepting the construction of the Tustin Ranch Road, Valencia Avenue and Park Avenue extension, and Victory Road (formerly Legacy Road) Phase 2 Roadway Improvements Construction Project (CIP Nos. 70100, 70204, 70206, 70214 & 70215); and 2. Authorize the City Engineer to execute and file the Notice of Completion with the Orange County Recorder's Office. FISCAL IMPACT The original budget of $25,414,005 was appropriated in the Fiscal Year 2012 -2013 Capital Improvement Program for the costs of construction, construction management and engineering, environmental mitigation monitoring /compliance, geotechnical and materials testing, and construction contract contingency. The final construction cost for the project is $24,804,113.37, including authorized contract change orders in the amount of $2,154,808.64. CORRELATION TO THE STRATEGIC PLAN The construction of Tustin Ranch Road, Valencia Avenue, Park Avenue and Victory Road roadway extension contributes to the fulfillment of the City's Strategic Plan Goal A: Economic and Neighborhood Development. Specifically, the project implementation of Strategy 1, which among other items, is to develop critical phases of Tustin Legacy. DISCUSSION The roadway extension of Tustin Ranch Road from Walnut Avenue to Warner Avenue, Valencia Avenue from Kensington Park Drive to Tustin Ranch Road, Park Avenue from Victory Road to Jamboree Road Ramp and Victory Road (formerly Legacy Road) from Tustin Ranch Road to Park Tustin Ranch Road, Valencia Avenue, Park Avenue and Victory Road Roadway Construction Project June 3, 2014 Page 2 Avenue included construction of street, bridge overcrossing, sound walls, traffic signals, landscape improvements, and wet and dry underground utility work, The Phase 2 of the Tustin Ranch Road, Valencia Avenue, Park Avenue and Victory Road roadway extension construction project is deemed complete to the satisfaction of the City Engineer and is now ready for City Council acceptance. E ww(CIP 10100&702 )0 x RESOLUTION NO. 14 -29 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE TUSTIN RANCH ROAD, VALENCIA AVENUE AND PARK AVENUE EXTENSION, AND VICTORY ROAD PHASE 2 ROADWAY IMPROVEMENTS CONSTRUCTION PROJECT (CIP NOS. 70100, 70204, 70206, 70214, & 70215) WHEREAS, R.J. Noble Company, having a contract with the City of Tustin to construct the hereinafter described public works and improvement; and WHEREAS, the City Engineer has duly certified to the construction and completion of said public improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, and acceptance of said public works and improvement should be filed and payment of the balance due said contract authorized in accordance with the contract documents; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public works and improvement is found to be complete, and the same is hereby accepted. Said public works and improvement is more particularly described as follows: Tustin Ranch Road, Valencia Avenue and Park Avenue extension, and Victory Road (formerly Legacy Road) Phase 2 Roadway Improvements Construction Project CIP Nos. 70100, 70204, 70206, 70214 & 70215 BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
