STACK, DIRECTOR OF PUBLIC WORKS /CITY ENGINEER SUBJECT: AWARD CONTRACT FOR THE WILLIAMS STREET STORM DRAIN BETWEEN MCFADDEN AVENUE AND ALLIANCE AVENUE PROJECT (CIP 50037) SUMMARY Staff is requesting that the City Council award a construction contract to the lowest responsive /responsible bidder for the Williams Street Storm Drain between McFadden Avenue and Alliance Avenue Project CIP 50037. RECOMMENDATION It is recommended that the City Council: 1. Appropriate $169,185 from the un- appropriated reserves of the Gas Tax Fund; and 2. Award a construction contract to the lowest responsive /responsible bidder, GCI Construction, Inc. in the amount of $795,328.80, for the Williams Street Storm Drain between McFadden Avenue and Alliance Avenue Project CIP 50037 and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT Funding in the amount of $550,000 has been budgeted and appropriated in the Fiscal Year 2013- 2014 Capital Improvement Program for this project, of which $400,000 is funded from the City's Community Development Block Grant (CDBG) Program and $150,000 from the Water Capital Fund (Fund 301) for necessary modifications to existing water mains. In addition, $76,144 of CDBG Program Year 2013 -2014 Funds were reallocated administratively to this project. The City's CDBG One Year Action Plan for Program Year 2014 -2015, which includes $200,000 for the Williams Street Storm Drain construction, was approved by the City Council on May 6, 2014 and was subsequently submitted to the United States Department of Housing and Urban Development (HUD). In addition to the $200,000 of CDBG Program Year 2014 -2015 Funds, the Fiscal Year 2014 -2015 Capital Improvement Program includes $75,000 of Gas Tax Funds for this project. Since approval of the Fiscal Year 2014 -2015 Budget and the CDBG allocation from HUD are pending, staff recommends that $169,185 be allocated from the un- appropriated reserves of the Gas Tax Fund to award the project, in order to maintain the current project schedule and construction window utilizing the summer months to minimize related school impacts. Final confirmation and allocation from HUD is expected in August. Upon receipt, the CDBG 2014 -2015 project allocation will be credited against any Gas Tax Fund project expenditures and all remaining Gas Tax Funds, except the $75,000 budgeted for the project, will be returned to fund balance. Williams Street Storm Drain Project June 3, 2014 Page 2 CORRELATION TO THE STRATEGIC PLAN The project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy #3, which among other items, is to ensure continuous maintenance and improvement of flood control facilities. DISCUSSION The project covers the segment of Williams Street between McFadden Avenue and Alliance Avenue and consists of connecting to the existing 33 inch reinforced concrete pipe storm drain at the intersection of McFadden Avenue and Williams Street; installation of a new storm drain on Williams Street northerly to Alliance Avenue; removal of existing cross gutter and installation of new catch basins at the intersection of Williams Street and Alliance Avenue; installation of curb ramps to be in compliance with current federal Americans with Disabilities Act (ADA) requirements; modifications to existing water mains in conflict with the proposed storm drain improvements; asphalt concrete pavement overlay; replacement of striping and pavement markings; and adjustment of manhole rims and valve boxes to grade. The Engineer's Estimate is $785,159. Formal bids were publicly opened on May 15, 2014 and reviewed by Public Works. It is recommended that the City Council appropriate $169,185 from the un- appropriated reserves of the Gas Tax Fund to maintain project schedule and award the construction contract to the lowest responsive /responsible bidder, GCI Construction, Inc., for the Williams Street Storm Drain between McFadden Avenue and Alliance Avenue Project CIP 50037 and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City.
