HomeMy WebLinkAbout12 REQUEST TO EXECUTE A CONSUTANT SERVICES AGREEMENT, DOWNTOWN COMMERCIAL CORE PLANAgenda Item 12 Reviewed: AGENDA REPORT City Manager Finance Director 1JA MEETING DATE: JUNE 3, 2014 TO: TUSTIN CITY COUNCIL FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: REQUEST FOR APPROPRIATION AND AUTHORIZATION TO EXECUTE A CONSULTANT SERVICES AGREEMENT, DOWNTOWN COMMERCIAL CORE PLAN SUMMARY: The Community Development Department is requesting appropriation of additional funds and authorization to execute a consultant services agreement for the Downtown Commercial Core Plan. RECOMMENDATION: That the City Council authorize the appropriation of an additional $100,000 from the General Fund and authorize the Community Development Director to enter into a contract with the most qualified consultant to prepare Tustin's Downtown Commercial Core Plan (DCCP). FISCAL IMPACT: Overall plan preparation may be approximately $475,000 to $585,000 based on complete and timely response submittals received for the Request for Proposal (RFP). Staff will negotiate a final contract price with the selected consultant. In the event additional funding is needed, CDBG funding from the next fiscal year will be requested to make up the balance of the funds for preparation of the document. CORRELATION TO STRATEGIC PLAN: This project correlates to the Strategic Plan, Goal A, regarding economic and neighborhood development. Specifically, the intent of the DCCP is to enable business opportunities and job development and to enhance the vibrancy and the quality of life in all neighborhoods and areas of the community. It will also meet the Mayor's Goals to improve and facilitate economic development through business attraction and retention. City Council Report Downtown Commercial Core Plan Page 2 BACKGROUND: City staff is currently reviewing proposals for professional consultant services in response to a RFP for professional consultant services to prepare Tustin's DCCP as authorized by the City Council on February 4, 2014. The DCCP would ensure implementation of coordinated development in the area and enhance customer visitation to the commercial corridors of Old Town, First Street, and the Interstate 5 freeway interface. On May 7, 2014, the City received five (5) proposals with costs that exceeded the anticipated budget for the projected project. The consultant and /or consultant team responding to the RFP are expected to have extensive experience in planning and urban design, traffic engineering and infrastructure testing, market analysis and real estate finance, and community outreach. The City initially budgeted CDBG monies for the plan's preparation. Based on the professional planning consultant bid amounts submitted, staff is requesting an additional $100,000 General Fund appropriation. Staff is recommending that the City Council give authorization for the City Manager to execute a consultant services agreement for the Downtown Commercial Core Plan once the selection process is complete.
