PUBLIC HEARING ( ITEM I ) 1. VESTING TENTATIVE TRACT MAP NO. 15427 (BAYWOOD) Vesting Tentative Tract Map No. 15427 is a request to Subdivide a 5.89 gross acre site, located at the southeast corner of Irvine Boulevard and Tustin Ranch Road, to accommodate the development of 53 single family detached dwellings using the cluster development standards of the East Tustin Specific Plan. Recommendation by the Community Development Department: 1. Open and close the Public Hearing. 2. Adopt the following Resolution No. 97-34 approving the Environmental Determination for the project: RESOLUTION NO. 97-34 - A RESOLUTION OF THE CITY. COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, FINDING THAT THE FINAL ENVIRONMENTAL IMPACT REPORT (EIR) PREPARED FOR THE. EAST TUSTIN SPECIFIC PLAN (FINAL EIR 85-2, AS MODIFIED BY SUBSEQUENTLY ADOPTED SUPPLEMENTS AND ADDENDA) IS ADEQUATE TO SERVE AS THE PROGRAM EIR FOR VESTING TENTATIVE TRACT MAP NO. 15427, APPLICABLE MITIGATION · MEASURES HAVE BEEN INCORPORATED AS REQUIRED BY THE CALIFORNIA ENVIRONMENTAL QUALITY ACT CoUncil Agenda 1 May 5, 1997 . Adopt the fo,,,,wing Resolution No. 97-35 ap~),oving Vesting Tentative Tract Map No. 15427: RESOLUTION NO. 97-35 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING VESTING TENTATIVE TRACT MAP NO. 15427 LOCATED AT THE SOUTHEAST CORNER OF IRVINE BOULEVARD AND TUSTIN RANCH ROAD CONSENT CALENDAR (ITEMS 2 THROUGH 12) All matters listed under Consent Calendar are considered routine and will be enacted by one motion. There will be no separate discussion of these items prior to the time of the voting on the motion unless members of the .Council, staff or public request specific items be discussed and/or removed from the Consent Calendar for separate action. 1 . 4. . . . 8, APPROVAL OF MINUTES - APRIL 21, 1997 REGULAR MEETING Recommendation: Approve the City Council Minutes of April 21, 1997. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation: Approve Demands in the amount of $1,488,794.75 and ratify Payroll in the amount of $396,492,54. APPOINTMENT OF NEW MEMBER FOR TUSTIN PUBLIC INFORMATION, INC. Recommendation: (1) Remove Susan Jones, former Recreation Superintendent and Christine Carpenter, former Recreation Coordinator in Community Services, from Tustin Public Information, Inc. Board of Directors; and (2) Appoint Nanette Turner, Recreation Coordinator, as a Board Member of Tustin Public Information, Inc. as recommended by the Community Services Department. TERM EXPIRATIONS FOR COMMISSIONS/COMMITTEES Recommendation: DireCt staff to issue a press release seeking candidates to serve on the Audit Committee, Planning Commission, Parks and Recreation Commission, Tustin Community Foundation Board, and Cultural Resources Advisory Committee as recommended by the City Clerk's office. PLANNING COMMISSION ACTION AGENDA- April 28, 1997 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. Recommendation: Ratify the Planning Commission Action Agenda of April 28, 1997. FINAL COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ONE-YEAR ACTION PLAN FOR FISCAL YEAR 1997-98 Recommendation: Adopt the Final Community Development Block Grant (CDBG) one-year Action Plan and authorize transmittal to the U.S. Department of Housing and Urban Development (HUD) for review and approval as-recommended by the Community Development Department. RESOLUTION NO. 97-33 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP NO. 14901 TO SUBDIVIDE 14 ACRES INTO 8 LOTS, LOCATED AT THE SOUTHWEST CORNER OF JAMBOREE ROAD AND IRVINE BOULEVARD Council Agenda May 5, 1997 9, 10. 11. 12. Recommendation: Jopt Resolution No. 97-33 al ring Final Tract Map No. 14901 as recomm~h'~led by the Community Develop~h'~t Department. RESOLUTION NO. 97-37 - A RESOLUTION OF THE CITY COUNCIL OF'THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING THE DEPARTMENT OF GENERAL SERVICES OF THE STATE OF CALIFORNIA TO PURCHASE CERTAIN ITEMS Recommendation: Adopt Resolution No. 97-37 authorizing the General Services Department of the State of California to purchase a current model year Ford pickup truck on behalf of the City as recommended by the Public Works Department/Field Services Division. ,, DENIAL OF CLAIM NO. 97-10, CLAIMANT: JOSEPH AND HEATHER DIEMERT Recommendation: Deny subject claim and direct the City Clerk to send notice to the claimant and claimant's attorney as recommended by the City Attorney. DENIAL OF CLAIM NO. 97-12, CLAIMANT: DANIEL ALEJANDRO Recommendation: Deny subject claim and direct the City Clerk to send notice to the claimant and claimant's attorney as recommended by the City Attorney. DENIAL OF CLAIM NO. 97-13, CLAIMANT: JEANETTE AND CHARLENE AMOROSA Recommendation: Deny subject claim and direct the City Clerk to send notice to the claimant and claimant's attorney as recommended by the City Attorney. REGULAR BUSINESS ( ITEMS 13 THROUGH 14) 13. QUARTERLY INVESTMENT REPORT In compliance with Government Code Section 53646, the Investment Report for the quarter ending March 31, 1997, is submitted to the City Council.for review. Recommendation: Receive and file subject report as recommended by the City Treasurer. 14. REQUEST FOR FUNDING, TUSTIN AREA HISTORICAL SOCIETY The Tustin Area Historical Society has received $7,500 from the City for fiscal years 1994-95 and 1995-96. The Society is requesting an additional $7,500. RecommendatiOn: Pleasure of the City Council.
