FUNCTIONAL CLASSIFICATION CHANGE FOR LOCAL STREETS AND
ROADS TO STATE OF CALIFORNIA, DEPARTMENT OF
TRANSPORTATION
SUMMARY
City Council adoption of Resolution No. 14 -43 will approve the submittal of the City's streets and
roads for a Functional Classification Change request to State of California, Department of
Transportation (Caltrans) as required by the Federal Highway Administration (FHA) on segments
of the National Highway System.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 14 -43 approving the submittal of a
functional classification change request for local streets and roads addition to State of California,
Department of Transportation (Caltrans) in order to be eligible for future State and Federal road
improvement and maintenance funding.
FISCAL IMPACT
If the proposed request is approved by Caltrans, there is no City funding obligation required.
The recommended action will enable the City to receive cost - sharing project funds from FHA,
Caltrans and /or Orange County Transportation Authority (OCTA), under the road improvement
and maintenance funding program.
At present, the City is requesting the functional classification change by adding the following new
streets to the list:
• Tustin Ranch Road Extension between Walnut Avenue and Barranca Parkway as major
arterial under OCTA Master Plan of Arterial Highways (MPAH) and City's Circulation
Element
• Warner Avenue Extension between Red Hill Avenue and Tustin Ranch Road as major
arterial under OCTA Master Plan of Arterial Highways (MPAH) and City's Circulation
Element
CORRELATION TO THE STRATEGIC PLAN
The functional classification submittal request to be eligible for future Federal and State funding
will contribute to the fulfillment of the City's Strategic Plan, specifically Goal B: Public Safety and
Protection of Assets by ensuring continuous maintenance and improvement of public facilities in
the future.

DISCUSSION
The road improvement and maintenance funding program is designed to assist local government
agencies utilizing Federal, State and /or OCTA funds.
Resolution No. 14 -43 designates the functional classification change request to include new
additional streets be submitted to Caltrans as required by the FHA in order to be eligible for State
and Federal funding.

RESOLUTION NO. 14 -43
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA
APPROVING THE SUBMITTAL OF A FUNCTIONAL CLASSIFICATION CHANGE FOR
A LOCAL STREET AND ROAD TO STATE OF CALIFORNIA, DEPARTMENT OF
TRANSPORTATION
WHEREAS, incorporated cities are responsible for initiating requests for changes to the
functional classification of streets and roads under their jurisdiction; and
WHEREAS, the City of Tustin receives State and Federal road improvement and
maintenance funding based upon street and road designation; and
WHEREAS, said Functional Classification Change, as presented in Exhibit A, has been
reviewed and examined by the City Council of the City of Tustin; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin does
hereby approve the submittal of a Functional Classification Change for local streets and roads
listed in Exhibit A to the State of California, Department of Transportation.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
held on the 17th day of June 2014.
