RESOLUTION 97-37 AUTHORIZING THE STATE TO PURCHASE A PICKUP
TRUCK ON BEHALF OF THE CITY
RECOMMENDATION:
It is recommended that the City Council, at its meeting of May 5, 1997 approve Resolution
No. 97-37 authorizing the General Services Department of the State of California to purchase a
current model year Ford pickup truck on behalf of the City.
FISCAL IMPACT:
Staff has determined based upon the following information that it would be the most cost
effective option for the City to purchase a new Ford pickup truck through the General Services
Department of the State of California at a total cost of $11,709.54. Staff had contacted a
number of dealers in the area and received the following prices for like equipped vehicle.
The dealer and quotes are as follows:
Tuttle Click Ford-Irvine $13,213.44
MacPherson Ford-Tustin $13,732.74
Dave Wilson Ford-Orange $13,752.19
Mills Ford-Anaheim $14,373.85
The City will realize savings of approximately $1,500 by purchasing the vehicle through the
State.
DISCUSSION:
The Community Development Department recently received funding from the Orange County
Transportation Authority through the Service Authority Abandoned Vehicle Program for a
vehicle to support the City's Code Enforcement Abandoned Vehicle Program. This funding
will allow the City to purchase several pieces of equipment to support the Abandoned Vehicle
Program. The Community Development Department has determined that they have a need for
a small pickup truck to support its Abandoned Vehicle Program.

Because the state buys in such large volume, they are able to receive a more competitive price
for vehicles than the City can receive purchasing only one truck. Staff looked at the published
prices contained in the sample bids obtained from local vendors and compared to the prices
contained in the state contract and was able to realize a substantial cost saving by purchasing
through the state contract.
The attached resolution allows the City to utilize the State's purchasing program to obtain a
current model pickup truck at a substantially lower cost than the City could obtain on its own.
It also designates the City Manager as the public official authorized to execute this request on
behalf of the City.

RESOLUTION NO. 97-37
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA,
AUTHORIZING THE DEPARTMENT OF GENERAL SERVICES OF THE STATE OF
CALIFORNIA TO PURCHASE CERTAIN ITEMS
WHEREAS, the City has the need to purchase various material, supplies &
equipment in order to conduct the operations of the City; and
WHEREAS, Section 1624, Item C of the Tustin Municipal Code authorizes the State
to purchase materials, supplies & equipment if it can be acquired more cheaply or efficiently
by the State;
NOW, THEREFORE, the City Council of the City of Tustin, California, does hereby
authorize the Procurement Division, Department of General Services of the State of
California, to purchase a Current Model Year Pickup Truck for and on behalf of the City of
Tustin pursuant to Section 10324 of the California Public Contract Code, and that William A.
Huston, City Manager, is hereby directed to sign and deliver all necessary requests and other.
documents in connection therewith for and on behalf of the City of Tustin.
Passed and adopted at a regular meeting of the Tustin City Council held on the 5th
Day of May 1997.
