City Council June 17, 2014 1� Background • Hangar 2 is one of the two existing Lighter- Than -Air (LTA) blimp hangars at former WAS Tustin. • Hangars 1 and 2 were both completed in 1943 to house military blimps before base evolution to helicopter operations. Of the 19 built during WWII, the Tustin LTA ships are 2 of the remaining 7. 1 21 i Background • Hangars 1 and 2 were placed on National Historic Register on April 3, 1975 for connection to WWII and status as two of the largest wood structures in the world: • 178 Feet Tall • 1,o88 feet long • 297 Feet Wide • Self- supporting wood structure covering 6.9 acres e Ownership and Development Status Hangar 2 (aka Building 29, aka the "South Hangar ") Ownership and Development Status Hangar 2 (aka Building 29, aka the "South Hangar ") Historical Status • Prior to reuse and conveyance, the Navy was responsible for finding wa s to reduce, avoid, or mitigated potential impacts or loss historic buildings National Historic Preservation Act). • Memorandum of Agreement (MOA) in 1999 Department of the Navy State Office of Historic Preservation Advisory Council on Historic Preservation City of Tustin County of Orange National Park Service (Department of Interior) • MOA outlined mandatory steps for marketing each hangar from the public to identify developer s future tenants. • The County and City completed this extensive process in 20o6 and 2007, respectively. • Determined there was no economically viable reuse available. Historical Status • Both Navy and State Historic Preservation Office concurred marketing efforts were performed consistent with the mandatory steps per the MOA. • By 2009 the City and County also completed the remaining mitigation required per the MOA A written history of MCAS Tustin with emphasis on the air station and its lighter than air operations (available for viewing at www.tustinca.org). An illustrated interpretive exhibit with emphasis on the initial construction of the air station and the lighter than air operations (available for viewing at Tustin City Hall). An interpretive video, which combines still photographs, film footage, oral interviews, narration and music documenting each hangar (available for viewing at www.tustinca.org) • Video, written history, and exhibits garnered signification attention and won a number of awards. Adaptive Reuse • Completion of MOA requirements cleared way to pursue development options, including retention, modificatioi or complete removal of hangars. • Ultimate fate of Hangar 2 has ye to be to determined. • December 5,2013, Tustin Legacy Workshop identified the potenti; for an "Entertainment District" the Hangar 2 site. • Countless interim use requests (e.g. filming, blimps, events, etc. Adaptive Reuse • No significant study of this magnitude to -date for Hangar 2. • It is time for a comprehensive, multi - disciplinary evaluation of the structure and potential immediate, interim, and long -term uses. • Evaluate current condition of building, and code requirements pertaining to health and safety for modern uses in a 71- year -old, wooden structure. • City needs to engage an experienced, multi - disciplinary team. • City and County collaborated on separate scopes of service and concluded Page & Turnbull, Inc. is the most qualified. Consultant Expertise • Page & Turnbull, Inc. has been providing engineering and historic architectural services for the two LTA hangars at Moffett Field since 2004. • Moffett Field also contains two of the seven historic LTA hangars in the country. • P &T has the multi - disciplinary team available, which includes. The pioneer in non - destructive evaluation and testing methods of historic timber structures in use at other LTA hangars in concert with P &T. A structural and seismic assessment team that has worked with P &T at other LTA hangars. Phase is Conditions Assessment and Reuse Study Phase 2 (Optional) : Detailed Truss -By -Truss Conditions Assessment Scope of Work Phase 1 Phase 1— Conditions Assessment and Reuse Study Assess the extant condition of the Hangar 2 construction. Determine probable building uses for the immediate, interim and long- term. Develop treatment recommendations for 1) stabilization of the hangar (if necessary) and 2) repairs /upgrades for the proposed future use of the hangar. Page and Turnbull has the direct experience evaluating these types of LTA hangars to complete the evaluation. Recommendation Authorize the City Manager to execute a Consultant Services Agreement with Page and Turnbull, Inc. provide professional architecture and engineering services to perform building re -use assessments for the Hangar 2 (Building 29) located at the former Marine Corps Air Station (MCAS) Tustin, subject to any non - substantive modifications as may be deemed necessary by the City Attorney prior to execution of the Agreements. • Approve an appropriation in an amount not to exceed $368,968 from the unappropriated reserves of the Land Held for Resale Fund (Fund 189) for Fiscal Year 2013 -2014 to fiind Phase 1 of the Scope of Services in the Consultant Services Agreement with Page and Turnbull, Inc.
