HUSTON, CITY MANAGER POLICE DEPARTMENT NEW VEHICLE PURCHASE SUMMARY RECOMMENDATION That the Police Department be authorized to purchase a 1997 Dodge van from Continental Coach Corporation, 1707 S. Boyd Street, Santa Ana, CA, with necessary interior modifications for $23,900 plus tax, licensing, and associated costs. The funds would come from the unappropriated reserve of the Vehicle Replacement Fund. FISCAL IMPACT $23,900 plus tax, licensing, and associated fees (unappropriated reserve to the Equipment Fund). BACKGROUND The Special Investigations unit of the Tustin Police Department has utilized a 1985 Chevrolet van for the past 12 years for surveillance purposes. The vehicle is now in need of approximately $10,000 in repairs if it is to be of continued use to the Police Department. It would be more cost- effective to expend that amount of money on a new vehicle than on a vehicle with 12 years of use. Extensive market research was done. New or used vans are virtually unavailable on the market. Used vans are either work vans with obvious extensive wear or full van conversions typically with excessively high miles. Purchase of a used vehicle is not feasible. Bids were obtained for the purchase of a new van as follows: Continental Coach Corp. 1707 S. Boyd St., Santa Ana, CA Fullerton Dodge 1110 W. Huston, City March 25, 1997 Page 2 'ager All vehicles were basically equipped the same with the exception of the vehicle from Continental Coach Corp. This van has a conversion preparation package on it that does not come on the standard vehicle from a standard dealership. This additional equipment includes heavier duty suspension, towing package, and other equipment generally utilized in a conversion vehicle. Quotes were obtained from conversion companies pursuant to Tustin Police Depadment needs; they are as follows. Continental Coach Corp. 1707 S. To be added to the price is sales tax, licensing fees, and other standard charges pursuant to the purchase of a vehicle. It is recommended that the Police Department be authorized to utilize Continental Coach for the acquisition of the vehicle and the necessary conversion modifications. When acquired, this vehicle was slated for a five-year service life. Due to Iow mileage and the good mechanical condition of the vehicle, this service life has been extended till now. The Police Department has been utilizing the vehicle for approximately 12 years. The vehicle was amortized for replacement into the Equipment Fund.
