SUBJECT:AUTHORITY TO PROCEED WITH THE FINAL DESIGN PLANS, SPECIFICATIONS,
ESTIMATES AND LAND ACQUISITION FOR THE PROJECT (CIP NO. 200032)
RECO~ATION
It is recommended that the City Council at their meeting of April 21, 1997 adopt Resolution No. 97-31
which approves proceeding with the Mitchell Avenue Widening Project and authorizes proceeding with the
final design plans, specifications, estimates and land acquisition.
FISCAL IMPACT
Sufficient funds have been appropriated in the 1996-97 Fiscal Year Capital Improvement Program for this
project.
DISCUSSION
The City Council is hereby requested to approve the Mitchell Avenue Widening Project, and to authorize
proceeding with the final design, plans, specifications, estimates and land acquisition. City Council is
requested, via Resolution No. 97-30, to concurrently approve and certify the environmental portion of the
Mitchell Avenue project.
Approval to proceed with this project will allow staff to complete the acquisition of small portions of three
private land parcels which are needed for the new sidewalk and curb, and for the widening of the street
pavement area along the north side of Mitchell Avenue. Completion of the final .design will result in plans,
specifications and estimates which will be ready for the public bid process. The City Council will be asked
to approve the plans and specifications for public bid at a subsequent meeting.
BACKGROUND
The proposed widening and improvement of Mitchell Avenue has been included in the City's Community'
Development Block Grant (CDBG) Program for the current fiscal year as well as in previous years. "C'
Street was improved as part of a prior-year CDBG program to enhance the area immediately adjacent to
this project. Mitchell Avenue has been allocated CDBG monies for the design and construction of street
and parkway improvements and for the widening of the travel way.

City Council had previously approved the terms and conditions of the real property acquisitions, in closed
session, on _Februaff. 4, 1997.

WItEREAS, it is the intention of the City Council of the City of Tustin, California to
proceed with the final design and completion of the improvement plans, environmental
document filing and property acquisition documents; and
WHEREAS, the proposed widening and improvement of Mitchell Avenue .has been
included in the City's Community Development Block Grant (CDBG) Program for the
current fiscal.year as well as previous years; and. .

WHEREAS, "C' Street was previously improved as part of the CDBG Program to
improve and enhance certain areas of the City, and now Mitchell Avenue, located in the
same proximity, has been allocated CDBG monies to add street improvements and to
widen the travel way; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said project, along Mitchell Avenue between Newport Avenue and "B" Street, is
approved for the completion of the improvement plans, right-of-way acquisition' and
proc~g of the environmental Notice of Determinatiom
PASSED AND ADOPTED at a regular meeting of the City Council of the
City of Tustin held on the 21' day of April, 1997.
