Huston, City Manager Community Sen'ices Department AUTHORIZATION TO ADVERTISE FOR BIDS CEDAR GROVE PARK (PROJECT NO. 400041) SUMMARY: This report summarizes the planning process, outlines the estimated total project cost, and requests authorization to advertise for bids for construction for Cedar 'Grove Park. -' RECOMMENDATION: Approve plans and specifications and authorize advertisements for bids for construction of Cedar Grove Park. FISCAL IMPACT: The estimated cost for construction of Cedar Grove Park is $1,427,700. Funding for the construction of this project is through the 1996/97 Capital Improvement Fund budget. The cost of construction, bid alternates, project management expenses, testing lab, and a contingency fund is estimated at $1,829,830. The current budget allocation for 1996-97 FY is $1,592,027. Based on the overall project estimate of $1,829,830, a supplemental appropriation may need to be considered a~er bids are received, as part of the construction bid award process. BACKGROUND: At the April 15, 1996, regular meeting of the Tustin City Council, the Master Plan for the Tustin Ranch Tree Park was approved. Design Development plans .were reviewed by staff in November 1996. At that time, the PRC Ad Hoc Park Naming Sub-Committee received suggestions to rename the project "Cedar Grove Park," subsequent to publishing a newsletter to the local residents. At the PRC meeting of November 21, 1996, the name was adopted. At the December 16, 1996, regular meeting of the Tustin City.Council, staff reported that the Architect had redesigned the playground area to complement the park's natural character; challenge a child's curiosity, imagination and social skills; and create a strong visual design statement. Fifty per cent (50%) complete working drawings were submitted to the appropriate City departments in January 1997, for a preliminary plan check to ensure that the planning concepts and engineering design were proceed~g properly. Plan check comments were submitted to the Architect. Bid documents are complete and were submitted to plan check, including the latest form of contract language developed and reviewed by the City Attorney. The plans are currently in the Building Department for final review. The current cost includes upgrades to the playground equipment at the request of the Parks and Recreation Commission and City Council, upsized drainage per request from Engineering/Public Works, and increased grading due to drainage and playground revisions. The bid documents are organized to utilize a unit cost bid process. Bid Alternates are identified separately as ur/if Cb'Si§ in addition to the base bid costs.
