SUMMARY: The approved Tentative Tract Map 14797 per,nitted a subdivision to
accommodate the construction of 122 sbtgle-family detached units at the northwesterly
comer of Jamboree Road and 15oneer Road. Tentative Tract Map 14797 included
numerous conditions to be fulfilled prior to approval of the Final Maps. The conditions
have been fulfilled for the first Final Map (Phase 1 of Tentaa've Tract Map 14797);
therefore, if approved by the Ci~. Council, the Final Map may be recorded with the
Orange County Recorder's Office.

RECOMMENDATION
That the City Council adopt Resolution No. 97-28 approving Final Tract Map 15428.
FISCAL IMPACT
The Final Map is an applicant initiated project. The applicant has paid application fees to
recover the cost of processing this application.
DISCUSSION
On February 24, 1997, the Planning Commission adopted Resolution No. 3516 recommending
that the City Council approve Tentative Tract Map 14797. The City Council approved Tentative
Tract Map 14797 on March 17, 1997 by adopting Resolution No. 97-19. These approvals
included numerous conditions to be met prior to approval of the Final Maps.

Tentative Tract 14797 includes 122 numbered lots and 36 lettered lots to accommodate the
development of 122 single family dwellings on a 29.47 gross acre site. The subject site is
bordered by Peters Canyon Regional Park to the north and west, Pioneer Road to the south and
Jamboree Road to the east. The north/south Peters Canyon Ridge is located along the westerly
boundary of the property.
As permitted by the Subdivision Map Act, the developer intends to record the subdivision in four
(4) phases for financing purposes. Each phase will be recorded as a separate Final Tract map
in the following sequence:
Phase 1 - Tract 15428
Phase 2 - Tract 15429
Phase 3 - Tract 15430
Phase 4 - Tract 14797
Final Map 15428 consists of 9.6 acres and includes 34 numbered lots and 13 lettered lots. Final
Map 15428 (i.e.,Phase 1) is shown in context with the overall project on the attached Phasing
Plan.
The applicant is currently in the process of completing the necessary Subdivision Agreements
and bonding for work to be completed for the project within the right-of-way and receiving final
approval of the CC&R's from the City Attorney's office. As all agreements and bonds must be
recorded and/or posted, and CC&R's approved prior to map recordation, a stipulation has been
included in Resolution No. 97-28 to ensure that all outstanding items would be completed and
certified by the City Engineer and City Attorney prior to City Council review.
Staff has determined that the Final Map is in substantial conformance with the Tentative Tract
Map approvals, the City's Zoning Code and Subdivision Code, and the State Subdivision Map
Act. Based upon this conformance, staff recommends that the City Council approve Final Tract
Map 15428.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP 15428
The City Council of the City of Tustin does hereby resolve as
follows:
I. The City Council finds and determines as follows:
A.
That Final Tract Map 15428 has been submitted by
Catellus Residential Group ("the Subdivider");
B o
That a public hearing was held by the Planning
Commission on February 24, 1997. At this hearing,
the Planning Commission recommended that the City
Council approve Tentative Tract Map 14797.
Subsequently, the City Council approved Tentative
Tract Map 14797 on March 17, 1997;
C .
That, pursuant to Section 66456.1 of the
Subdivision Map Act, the Subdivider intends to file
multiple final maps in relation to approved
Tentative Tract Map 14797. Final Tract Map 15428
is the first such final map;
m .
Pursuant to Section 15268(b) (Ministerial Projects)
of the California Environmental Quality Act (CEQA),
the Final Map is considered statutorily exempt from
the requirements of CEQA.
E .
That the proposed subdivision is in substantial
conformance with the Tustin General Plan, the
Tustin Zoning Code and Subdivision Map Act;
F .
The 1.2444 acres of parkland required for this
development was previously dedicated with
recordation of Tract 13627;
G.
That the City has reviewed the status of the School
Facilities Agreements between the Irvine Company
and the Tustin Unified School District for the
impact of Tentative Tract 14797 on School District
facilities, and changes in state law. Impacts
associated with this approval on School District
facilities are adequately addressed;
H,
That the site is physically suitable for the type
of development proposed;
I .
That the site is physically suitable for the
proposed density of development;

That the design of the subdivision or the proposed
improvements are not likely to cause substantial
environmental damage or substantially and avoidably
injure fish or wildlife in their habitat;

That the design of the subdivision or the type of
improvements proposed will not conflict with
easements acquired by the public-at-large, for
access through or use of the property' within the
proposed subdivision;
Lo
That the design of the subdivision or the types of
improvements proposed are not likely to cause
serious public health problems; and,
Mo
That the Final Map is in substantial conformance
· with the Vesting Tentative Tract Map.
II. The City Council hereby approves Final Tract Map 15428,
subject to the posting of all required bonds and
agreements pursuant to Exhibit A of Planning Commission
Resolution No. 3516 and final approval by the City
Engineer-and City Attorney.
PASSED AND ADOPTED at a regular meeting of the Tustin City
Council,. held on the 21st day of April, 1997.
