DISCUSSION: ITEM #4 The following report provides a summary of projects and activities since the last report which was presented at the March 25, 2014, Planning Commission meeting. The report focuses on the status of projects that the Planning Commission, Zoning Administrator, or staff approved; major improvement projects; Certificates of Appropriateness; Code Enforcement activities; and, other items which may be of interest to the Commission. Old Town Updates Downtown Commercial Core Plan: The goal of the Downtown Commercial Core Plan is to develop a document that would facilitate a greater understanding and "sense of place" for the traditional center of Tustin; define strategies to enhance Old Town; create a pedestrian oriented community; revitalize the City's commercial core, protect community resources; improve connecting and access roads; and, attract new businesses. On June 3, 2014, the City Council authorized the execution of a consultant services agreement for this project. The City has since entered into a contract with MIG. • Pedestrian Kiosk Signage: Four additional kiosk displays will be installed at various points throughout Old Town. The project is anticipated to commence soon and will take approximately three weeks to complete. The new kiosks will be the same as the existing kiosk on the northeast corner of Main and El Camino Real. The kiosks are additionally proposed to include a brochure holder to distribute the Old Town Shopping, Dining, and Event guide to pedestrians. Existing Kiosk Sign Planning Commission Report Summary of Projects July 08, 2014 Page 2 • El Camino Cafe & Time Watches (195 El Camino Real): Construction of this new mixed -use building is nearly complete. Time Watches and El Camino Cafe are the two businesses which will occupy the first floor, and the second floor will be used for offices. Signs for each of the businesses on the first floor were recently installed. New signage at 195 El Camino Real • Wilcox Manor (310 South Pasadena Avenue): In August 2013, the City Council approved a request to authorize a maximum of 24 paid or charitable events per year at the Wilcox Manor. Additional restrooms to accommodate guests attending the events are completed along with a virtual home tour. Staff is currently reviewing the parking management plan. • Steven's Square (445 S. C Street): The top level of the parking structure at Steven's Square has been restriped, and new lighting has been installed. Planning Commission Report Summary of Projects July 08, 2014 Page 3 • Commercial Design Guidelines (CDG): The Commercial Design Guidelines for the Cultural Resources District serves as a guide to assist property owners, architects, contractors, and other design professionals in understanding the City's goals for the preservation of historically significant commercial buildings. The Planning Commission will consider a revised draft of the guidelines at their meeting on July 22, 2014. • Tustin Pioneers Recognition Program: A new program is underway which will honor pioneers of Tustin by placing busts of the pioneers in public places throughout Tustin. A draft of the guidelines for the program is being provided to the Commission for review. The program guidelines will be agendized for discussion on July 22, 2014. • Swinging Door (355 El Camino Real): The Swinging Door is currently in the process of a remodel of their existing fagade, giving a "western" style look to their store front. Permits have been issued to begin the tenant improvements. E anticipated to be complete in early 2015. Package 2A & to progress on )th projects are Aerial view of Amalfi Apartments (top) and Anton Legacy Apartments (bottom) Planning Commission Report Summary of Projects July 08, 2014 Page 5 • Standard Pacific Residential Development — Sheldon, Crawford, Greenwood, and Stafford Communities (Legacy Disposition Parcels 1B & 6): The City Council has approved the construction of 375 detached single family homes by Standard Pacific Development at Legacy Disposition Parcels 1 B & 6. A groundbreaking ceremony for the project was held on June 18, 2014, and grading work at the site has since commenced. Standard Pacific Groundbreaking Ceremony • Regency Centers (Legacy Disposition Parcel 1C). The City Council approved an Exclusive Agreement to Negotiate with Regency Centers for a commercial development at site 1C located at the southeast corner of Kensington and Edinger Avenue. Regency Centers is in the process of submitting plans for staffs review. • Tustin Legacy New Vision Concepts: On December 5, 2013, the City Council held a special meeting at which a presentation was given by staff and Placeworks outlining the new vision concepts for Tustin Legacy. City staff continues to work with Placeworks to refine the Plan's elements. Planning Commission Report Summary of Projects July 08, 2014 Page 6 • South Orange County Community College District (Neighborhood A): As a follow -up to previous land exchanges between the City and SOCCCD, recently the City Council approved an amendment to the original Development Agreement providing for the City to acquire two parcels totaling approximately five acres from the SOCCCD. Site A is a parcel adjacent to the City's future Legacy Park, and Site B is a remnant parcel intended for entry monumentation. Sites A and B which will be acquired by the City Army Reserve Land Exchange: The City is currently in negotiations with the U.S. Army for a potential relocation from their current Army Reserve Center located on Barranca Parkway adjacent to The District shopping center, to a new location at the north east corner of Red Hill Avenue and future Warner Avenue. The future site is currently owned by the City and the City is entering into a real- estate transaction with the Army to allow for the relocation. The relocation would benefit both the U.S. Army and the City of Tustin. Planning Commission Report Summary of Projects July 08, 2014 Page 7 • Union Market (2493 Park Avenue): A new marketplace store featuring independent gourmet food, fashion, and lifestyle businesses will be opening in the District in the former Borders location. Tenant improvements are nearing completion, and the market is anticipated to open in August 2014. • Costco Gas (2437 Park Avenue): Costco Gas has completed the process of expanding their station to include three additional pump islands providing six new dispensers total. • J. Zhou Oriental Cuisine (2601 Park Avenue): A new Chinese /Cantonese fusion restaurant has opened in the District on June 18, 2014. The owner of this new restaurant also owns a location in Rowland Heights called Happy Harbor. • It's Boba Time (2481 Park Avenue): This new drink shop, which opened in the District in May, features boba teas, smoothies, coffee, and shaved ice. • The Denim Lab (2439 Park Avenue): A new store selling clothing, accessories, and apparel opened in the District in May. • Phenix Salon Suites: This new salon will be locating in the District in the near future. Plans for their tenant improvements are currently in plan check. Zoning Administrator Actions • Centro (140 E. Main Street): Centro is a new micro - winery, tasting room, and ancillary brewery which will offer wine and beer made by Pozzuoli Winery, Inc. This use was approved by the Zoning Administrator in May 2014. The Pozzuoli family has an existing winery off of Red Hill Avenue. Tenant improvements are currently in progress at this location in Old Town. Two to five piece bands are now performing cover band music, blues, jazz, and surf music at the location. • Petco (1192 Irvine Blvd.): On June 30, 2014, the Zoning Administrator approved a request by Petco to relocate from their current location off of Newport Avenue to the Tustin Heights Center on Irvine Blvd. Tenant improvements are yet to be completed. • Scuba Instruction (2600 Walnut Avenue, Ste. F): On June 30, 2014, the Zoning Administrator also approved a request to operate ancillary scuba instruction within an existing wholesale and online scuba store. Other Updates • Grower's Direct Flowers (155 W. First Street): Construction continues to progress for a new mixed -use structure which has been proposed to open as a florist shop. Construction progresses at 155 W. First Street • Wireless Facility (3002 Dow Avenue): On January 28, 2014, the Planning Commission approved a request for the construction of a new wireless telecommunications facility consisting of a faux eucalyptus tree. This project is currently in plan check. • Mizu Sushi Bar and Grill (2881 El Camino Real): A new sushi and Korean BBQ restaurant offering Asian fusion food will be opening soon in the Market Place. Planning Commission Report Summary of Projects July 08, 2014 Page 9 • Jared Jewelers (3017 El Camino Real): Construction continues to progress for a new jewelry store in the Market Place. Jared Jewelers at 3017 El Camino Real • Bondi Republic (3030 & 3032 El Camino Real): Construction is in progress on a new restaurant pad in the Market Place which will be the home of two new restaurants. One is projected to be the Bondi Republic Grill, and the second is currently to be determined. • New Community Facility (2961 El Camino Real): Interior improvements have been completed for a new City of Tustin Community Facility at the former Edward's Theater location. Staff is currently refining the formal Development Agreement for this project before the location will be open for City and public use. As requested by the Planning Commission, staff has additionally generated a map plotting the locations of graffiti incidents during this reporting period (Attachment B). Updates to this map will be provided to the Planning Commission during future project summary reports as well as annually within the year in review report. The two categories are industrial and commercial and are separated into high, medium, and low priority. Each year, Code Enforcement Officers conduct inspections based on the priority of a project. o Industrial National Pollutant Discharge Elimination System (NPDES) Inspections: This Fiscal Year (2013 -2014) Code Enforcement Officers are focusing on only high priority inspections. All of the necessary NPDES inspections have been completed for the 2013 -2014 Fiscal Year. Planning Commission Report Summary of Projects July 08, 2014 Page 11 o Commercial NPDES Inspections: This Fiscal Year (2013 -2014) Code Enforcement Officers are focusing on only high priority inspections. All of the necessary Commercial NPDES inspections have also been completed. The goal of the Water Quality Management Plan (WQMP) is to develop and implement practical programs and policies to minimize the effects of urbanization on site hydrology, urban runoff flow rates or velocities, and pollutant loads. Developers are required to submit a WQMP for any new development or significant redevelopment which increases the impervious surface of a developed site. The WQMP is required to include Best Management Practices (BMPs) for source control, pollution prevention, and /or structural treatment BMPs. o WQMP's: There are approximately 120 properties (12 of which are under construction) that have a WQMP in place. All of the WQMP inspections have been completed by Code Enforcement for the 2013 -2014 Fiscal Year. Public Works Department Updates (Public Improvements) Sewer Work and Reclaimed Water Work in Tustin Ranch Road and Barranca Parkway and Barranca Channel and Barranca Parkway Street Improvements Work (CIP No. 70205): Sewer work in Tustin Ranch Road and Barranca Parkway and the Barranca Channel box improvements have been completed. The reclaimed water and Barranca Parkway Street improvements have also been completed. Roadway improvements are scheduled to be completed in August 2014. r Progress of the pedestrian sidewalk on Barranca Parkway as part of the street improvements Planning Commission Report Summary of Projects July 08, 2014 Page 12 Williams Street Storm Drain Project (CIP No. 50037): This project includes the extension of a 36 inch storm drain in Williams Street from its current terminus near McFadden Avenue, up to Alliance Avenue, with new catch basins at the intersection of Williams Street and Alliance Avenue. This will alleviate drainage issues that currently exist. Resurfacing of the street and reconstruction of curb ramps to meet current ADA requirements are also included. This project is funded with Community Development Block Grant (CDBG) funds. Construction is scheduled to begin in July. Roadway Rehabilitation & Sidewalk Repair (CIP No. 70001 FY 2013 -14): This project, which includes the removal and replacement of damaged sidewalk at numerous locations throughout the City, began in June and is anticipated to be completed in September 2014. Enderle Center Drive/Vandenberg Lane Intersection Enhancements (CIP No. 40078): Construction is complete and landscaping work is currently underway and will be completed in July 2014. The project is partially funded with State -Local Partnership Program (SLPP) Formula Grant funds through the Orange County Transportation Authority (OCTA). New landscape "bulb -out' has been constructed as a traffic calming measure at Enderle Ctr. Dr./Vandenberg Ln. and has been landscaped with trees and shrubs. Planning Commission Report Summary of Projects July 08, 2014 Page 13 • Traffic Signal Battery Backup Systems (BBS's), Phase I (CIP No. 40079) and Traffic Signal Controller Upgrades/ Replacements, Phase I (CIP No. 40080): CIP No. 40079 is being constructed in four phases and CIP No. 40080 in three phases. Phase I of each project was completed in Fiscal Year 2011 -12 and Phase II of each project was completed in September 2013. With the completion of CIP No. 40079 Phases I and 11, traffic signals on Irvine Blvd, Tustin Ranch Road, Newport Avenue, Edinger Avenue, and Seventeenth Street will have BBS protection. Phase III of CIP No. 40079 (BBS's) are scheduled for construction in Spring of 2014. This will add BBS protection on Red Hill Avenue, First Street, and McFadden Avenue. Phase IV of CIP No. 40079 and Phase III of CUP No. 40080 are scheduled for construction in Fiscal Year 2014 -15. • Armstrong Avenue, Warner Avenue and Disposition Area 2B, 2C & 8 Grading and Storm Drain Construction Project (CIP Nos. 70201, 70202 & 70222): The construction of the storm drain installation in Armstrong Avenue and Warner Avenue has been completed. The grading work on Armstrong Avenue, Warner Avenue and Disposition Area 2B, 2C & 8 is also complete. A notice of completion for this project was recorded on May 8, 2014. • Armstrong Avenue (CIP No. 70201) and Warner Avenue (CIP No. 70202): This project involves a roadway extension, wet and dry utilities installation, sidewalk and street lights installation, and median landscaping on Armstrong Avenue from Warner Avenue to Barranca Parkway, and Wamer Avenue from Red Hill to Tustin Ranch Road. The project site is located within the Cultural Resource Overlay District (CR) and is listed on the City's 1990 and 2003 Historic Resources Survey. The National Register of Historic Places (NRHP) status code (561) indicates that the structure, constructed in 1925, is ineligible for the National Register but is still of local interest. The City of Tustin Historical Resources Survey (1990) described the site as follows: This building is significant in Tustin's historic commercial center for its architecture. This Neo- Classical building, as with any popular gathering place, evokes fond memories for long -time Tustin residents of days spent at the billiard hall and Sportman's Headquarters. The proposed fagade changes include the following: 1. Replace existing wood siding with new brick veneer; 2. Demolish, remove and replace the existing window; 3. Demolish and remove existing door and frame and replace with a new pair of doors with acrylic window panel; and 4. Install new decorative corner molding, wood trim and wood panels with false sidelight glazing flanking the new doors. Required Findings for Construction or Alteration: 1. Alteration of a designated cultural resource: (a) The proposed work will not detrimentally alter, destroy or adversely affect the resource and, in the case of a structure, is compatible with the architectural style of the existing structure. The proposed work does not adversely affect the character of the District or Designated Cultural Resources within the District in that the proposed fagade improvements will improve, compliment and maintain the historic fagade through the use of decorative elements like wood trim, corner moldings, complimentary brick veneer and false sidelights which are details that define and compliment the building's architectural style. Construction of improvements in a Cultural Resource District. (a) The proposed work conforms to the Municipal Code and design standards which may be established from time to time by the Historic Resource Committee. The proposed improvements conform to the Tustin City Code and any applicable design standards in that the proposed project meets Zoning Code and Building Code requirements. (b) The proposed work does not adversely affect the character of the district or Designated Cultural Resources within the district. The proposed fagade improvements create an attractive and inviting entry to the existing establishment and will create an improved appearance that is consistent with surrounding uses and the historic building. (c) The proposed work is harmonious with existing surroundings. The extent of harmony shall be evaluated in terms of appropriateness of materials, scale, size, height, placement and use of a new building or structure in relationship to existing buildings and structures and the surrounding setting. The proposed work is harmonious with existing surroundings in that the new fagade will be compatible with the original 1925 structure. The fagade improvements will be constructed on the exterior to imitate the appearance of the original structure using new materials. The proposed work is hereby approved, subject to the following conditions: 1. Prior to the start of any work, the applicant shall obtain a building permit and pay all applicable plan check and permit fees. 2. The sign area noted on the plan shall be finished in neutral colored smooth coat stucco until such time as a sign permit is obtained from the Community Development Department. 3.
