HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/WATER DIVISION AWARD OF CONTRACT FOR WATER MAIN REPLACEMENT ON SANTA CLARA AVENUE AT SR-55 FREEWAY, PROJECT NO. 600127 SUMMARY: AWard of contract to Valverde Construction, Inc. in the amount of $106,515.00 for City Project No. 600127 (Phase 3)consisting of the replacement of a 12,inCh water main in the Santa Clara Avenue bridge. This contract is the final phase of a project consisting of the relocation of various water.mains along the SR-55 (COsta Mesa) Freeway at Fairhaven Avenue, 17th Street and Santa Clara Avenue. The State of California Department of Transportation (Caltrans) will reimburse the City $83,294.73 (78.2%)for this phase of work. This project is included in the City's Water Capital Improvement Program and in the current fiscal.year budget. RECOMMENDATION: It is recommended that the Tustin City Council, at their regular meeting of April 7, 1997, award the contract for the subject project to Valverde Construction, Inc. of Whittier, California, in the amount of $106,515.00. FISCAL IMPACT: The amount of this contract is $106,515.00. There is currently $168,000 of Capital Improvement Program funding remaining for this project phase in the FY 1996/97 Water Service Capital Improvement Program Budget. BACKGROUND: Bids were opened on March 25, 1997, for subject project and nine bids were received as follows: 1. Valverde Construction, Inc., Whittier- - - $106,515.00 2. Bebek Company, Laguna Hills - - - $131,270.00 3. B.R. Day Construction, Inc., Covina - - - $145,000.00 4. Herman Weissker, Inc., Bloomington- - - $147,676.70 5. G.R. McKervey, Inc., Santa Ana - - - $151,702.00 6. Glamuzina Construction Co., Inc., North Hills - $151,926.00 7. Savala Construction Co., Irvine - - - $165,461.00 8. Marconi Engineering, Inc., Santa Ana- - - $188,175.00 9. Miramontes Construction Co., Inc., City of Industry- $191,164.00 AWARD OF CONTRACT FOR WATER MAIN REPLACEMENT ON AVENUE AT SR-55 FREEWAY, PROJECT NO. 600127 April 7, 1997 Page 2 SANTA CLARA The low bid by Valverde Construction, Inc. is 43.2% under the engineer's estimate of $187,620.00. This apparent low-cost bid is the result of a favorable bidding market. Bid item costs have been reviewed by staff and the project is feasible at the bid price. The Contractor's references have been verified and their past job performances are satisfactory. DISCUSSION: The Santa Clara Avenue water main replacement is the third and final phase of a project consisting of relocation of various water mains along the SR-55 (Costa Mesa) Freeway at 17th Street, Santa Clara Avenue, and Fairhaven Avenue. This work is necessary to facilitate the current widening of the SR-55 between 17th Street and south of the SR-22 (Garden Grove) Freeway. All of the above water lines will be replaced using 10 and 12-inch restrained joint ductile-iron pipe. Caltrans will reimburse the City 78.2% for this project per the utility agreement approved by the Tustin City Council on June 19, 1995. Due to the need for upgrading its facilitates for future needs, the City will fund the additional 21.8%.
