RESOLUTION 97-22 AMENDING THE CLASSIFICATION PLAN
SUMMARY: Approval of Resolution 97-22 Amending the Classification Plan by Adding the
Classification of Maintenance Aide.
RECOMMENDATION:
It is recommended that the City Council, at their meeting of April 7, 1997, approve Resolution 97-22
amending the Classification Plan by adding the classification of Maintenance Aide..
FISCAL IMPACT:
The addition of this classification will not affect the 1996/97 Budget, an adjustment at midyear allocated
funding for these positions. The' annual cost of this program will be approximately $16,000 per fiscal
year, which is for salary only as these positions will not receive benefits. Field Services currently utilize
two full time employees on the weekend for a total of 2300 hours annually, at a cost of $56,000, which
includes salary and benefits. While this will show an increase of $16,000 per fiscal year in the overall
Landscape Budget, the net effect will be the addition of approximately one full time equivalent position
by bringing back the permanent employees to the regular work week.
DISCUSSION:
The Field Services Division currently utilizes two full time employees to perform maintenance activities
on the weekends and every other Friday. This provides seven-day a week staffing to insure clean,
orderly, and well maintained parks. These maintenance activities include refuse removal, graffiti removal,
grooming of sand lot/play areas, and minor facility repairs. In addition to cleanup activities, these
employees provide other maintenance services such as chemical weed control, plant installation and
irrigation repair. The annual cost of utilizing full time employees is $56,000 due to the classifications
utilized and the salary and benefit costs. The Maintenance Aide Classification will allow Field Services
to continue to provide maintenance services on weekends for such activities as refuse removal, graffiti
removal, and sand lot/play area grooming, and minor park repairs, while moving sensitive functions such
as chemical weed control and irrigation repairs back to times of lower park utilization by the public. The
use of part-time employees to perform mundane maintenance activities is a cost effective and efficient
means of providing an important public service.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN
BY ADDING THE CLASSIFICATION OF MAINTENANCE AIDE
WHEREAS, the City adopted a Classification plan in 1984, by
adopting Resolution No. 84-63; and
WHEREAS, it is desirable and appropriate to revise and
update the Classification Plan when appropriate;
NOW, THEREFORE, the City Council of the City of Tustin,
California, does hereby resolve that the Classification Plan of
the City of Tustin, dated August 20, 1984, is hereby amended to
include the classification of Maintenance Aide, as outlined in
the attached job description.
Passed and adopted at a regular meeting of the Tustin City
Council held on the 7~ day of April, 1997.

Definition:
Under general supervision performs a variety of routine, uns 'killed or semi-skilled manual
and custodial tasks related to the cleaning and set up of City-owned facilities used by the
community and private groups.
Example of Duties and Responsibilities:
1. Cleans and prepares park facilities for use by the general public.

Follows an assigned route and performs general clean up of parks and building
utilized by the public during the City's closed Fridays, Weekends, and holidays.

Works alone or as a member of a crew to perform trash removal, empty and
clean waste receptacles, rake sand lots, broom sand off of concrete' and rubber
areas.
4. Removes graffiti from buildings and structures.
5. Checks play equipment for defects and makes minor repairs.
6. Prepares and cleans facilities prior to user events.

Assists the public with direction or provides assistance to public in a courteous,
sensitive and enthusiastic manner.
8.. Interprets facility rules and regulations to the public per established guidelines.
9. Completes basic activity records and reports.
10. Operates motor vehicles in a safe manner.
11.
Performs minor repairs and maintenance in the streets, weed control, parks,
building or landscape section as part of a crew of the Public Works Department
on occasion.
QUALIFICATIONS GUIDELINES
Education/Experience Guidelines:
High School Diploma or general education degree (GED). Experience related to
maintenance work which would enable the individual to successfully perform the essential
job functions of the position.
Knowledge of:
Safe operation of vehicles, maintenance equipment, power and hand tools and effective
oral and written communication methods.
Skills/Abilities:
Operate vehicles, maintenance equipment; power and hand tools; record logs, fill out
forms and write reports; relay information clearly and accurately in English to
supervisors and co-workers; strength and physical endurance to work outdoors in water,
dust or dirt and to safely perform the required tasks.
