STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: ADOPT RESOLUTION NO. 14-50 TO ACCEPT IMPROVEMENTS FOR THE NEWPORT AVENUE BICYCLE TRAIL RECONSTRUCTION BETWEEN MAIN STREET AND IRVINE BOULEVARD PROJECT (CIP 70219) SUMMARY Construction of the Newport Avenue Bicycle Trail Reconstruction between Main Street and Irvine Boulevard Project (CIP 70219) has been completed to the satisfaction of the City Engineer and the project is now ready for City Council acceptance. RECOMMENDATION It is recommended that the City Council: 1. Adopt Resolution No. 14-50 accepting the construction of the Newport Avenue Bicycle Trail Reconstruction between Main Street and Irvine Boulevard Project (CIP 70219); and 2. Authorize the City Engineer to execute and file the Notice of Completion with the County Recorder's Office. FISCAL IMPACT The construction budget for the Newport Avenue Bicycle Trail Reconstruction between Main Street and Irvine Boulevard Project (CIP 70219) was $625,000. The final construction cost for this project is $571,220. The project was funded through a combination of sources that included State Proposition 1B SLPP Formula Grant funds, matching dollar-for-dollar Measure M1 Turnback / M2 Fair Share funds, and Assembly Bill 2766 Motor Vehicle Registration Subvention funds. CORRELATION TO THE STRATEGIC PLAN Reconstruction of the bicycle trail contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy #3(b), which among other items, is to ensure continuous maintenance and improvement of public facilities. DISCUSSION The project replaced/upgraded the existing asphalt concrete Class I off-road bicycle trail with a Portland cement concrete (PCC) trail along the west side of Newport Avenue between Main Street and south of Irvine Boulevard. The project included removal of existing improvements; construction of a new 10 foot wide PCC bicycle trail; construction of a new 6 foot wide PCC sidewalk adjacent to the curb; installation of a landscape strip between the bicycle trail and sidewalk with an automatic irrigation system; enlargement of existing tree wells; replacement of trees; replacement of existing curb ramps to be in compliance with current federal Americans with Disabilities Act (ADA) requirements; and replacement of striping and pavement markings. • Notice of Completion for Newport Bicycle Trail (CIP 70219) July 15, 2014 Page 2 Construction of the project is deemed complete to the satisfaction of the City Engineer and is now ready for City Council acceptance. t ith i'/ rou. Location Map • S:\City Council Items Q014 Council Items\07-15-2014\NOC for Newport Bicycle Trail\NOC Newport Bicycle Trail(CIP No.70219).docs ATTACHMENT 1 RESOLUTION NO. 14-50 RESOLUTION NO. 14-50 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE NEWPORT AVENUE BICYCLE TRAIL RECONSTRUCTION BETWEEN MAIN STREET AND IRVINE BOULEVARD PROJECT (CIP 70219) WHEREAS, Golden State Constructors, Inc., having a contract with the City of Tustin to construct the hereinafter described public works and improvement; and WHEREAS, the City Engineer has duly certified to the construction and completion of said public improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, and acceptance of said public works and improvement should be filed and payment of the balance due said contract authorized in accordance with the contract documents; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public works and improvement is found to be complete, and the same is hereby accepted. Said public works and improvement is more particularly described as follows: Newport Avenue Bicycle Trail Reconstruction between Main Street and Irvine Boulevard Project (CIP 70219) BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
