SUBJECT: APPROVAL OF CONSULTANT SERVICES AGREEMENTS FOR
ENGINEERING DESIGN SERVICES FOR VARIOUS TUSTIN LEGACY
INFRASTRUCTURE PROJECTS
SUMMARY
Approval is requested of Consultant Services Agreements (CSA) with Hunsaker &Associates, RBF
Consulting, and NMG Geotechnical to provide engineering design services to complete the
unfinished design and prepare final plans, specifications and costs estimates for certain Tustin
Legacy Backbone Infrastructure projects related to the Standard Pacific (SP) and South Orange
County Community College District (SOCCCD) projects; including the Peter's Canyon Channel
Improvements (CIP No. 50040), Moffett Drive Extension - Park Avenue to east of Peter's Canyon
Channel, Moffett Bridge over Peter's Canyon Channel and storm drain extension from Tustin
Ranch Road to Peter's Canyon Channel (CIP No. 70224), Park Avenue Extension - Victory Road
to Moffett Drive (CIP No. 70225), Red Hill Avenue Widening - Barranca Parkway to 1,000' north of
Valencia Avenue, and finally Bell Avenue Extension — Red Hill Avenue to Armstrong Avenue (CIP
No. 70221).
RECOMMENDATION
It is recommended that the City Council:
1. Approve Consultant Services Agreements (CSA) with Hunsaker & Associates, RBF Consulting,
and NMG Geotechnical for the provision of certain design and consulting services, subject to any
non-substantive modifications as may be determined necessary as recommended by the City
Attorney, and authorize the City Manager to execute the documents on behalf of the City; and
2. Appropriate $1,800,000 from unappropriated funds in CFD 06-1 (Fund 434) and appropriate
$98,000 from unappropriated funds in the CFD 06-1 Annex (Fund 438).
FISCAL IMPACT
The professional consulting services will be compensated on a time and material basis based upon
a signed task order for each task per the cost estimates identified in the scope of services, and a
not to exceed budget of$1,898,000. The proposed appropriation would be allocated as follows:
• Peter's Canyon Channel Improvements (RBF) $285,000
• Moffett Drive & Park Avenue incl. storm drain (Hunsaker) $550,000
• Moffett Drive Bridge (RBF) $605,000
• Red Hill Avenue Widening (RBF) $360,000
• Geotechnical Investigation & Support (NMG) $98,000
Bell Avenue Extension has been budgeted and appropriated in the amount of $300,000 in this
year's Capital Improvement Program, in which half is funded by SCCOCD.

CORRELATION TO THE STRATEGIC PLAN
These agreements contribute to the fulfillment of two goals in the City's Strategic Plan. First is
contribution to the fulfillment of the City's Strategic Plan Goal A: Economic and Neighborhood
Development; specifically the project implementation of Strategy#1 which, among other items, is to
develop critical phases of Tustin Legacy. Secondly is implementation of Goal B, Strategy #3 to
ensure public safety and protection of assets through continuous maintenance and improvement of
public facilities.
DISCUSSION AND BACKGROUND
The City is now desirous of completing design of unfinished plans for certain Tustin Legacy
Infrastructure projects to support ongoing development of the SP and SOCCCD projects. In
August and September of 2010, the City Council approved Consultant Services Agreements for
various Tustin Legacy Backbone Infrastructure projects, including at that time the Tustin Ranch
Road Extension project and for engineering support for the Tustin Legacy Disposition Strategy,
with Hunsaker & Associates, RBF Consulting, and NMG Geotechnical because of their past
experience and design knowledge associated with work started under the former master
developer, Tustin Legacy Community Partners.
The City has now requested and received proposals for consulting and engineering services from
these consultants for the above-referenced work based upon this familiarity and experience with
the work product required. Since some of these plans are near completion, most notably work
associated with Peter's Canyon Channel and the Moffett storm drain, procuring their services
would benefit the Legacy infrastructure development process in time savings and be a more cost
efficient approach to the completion of the plans. This was realized in similar fashion with the
completion of the Tustin Ranch Road Roadway Improvements (multiple roadway segments that
included Valencia Avenue, Park Avenue, and Victory Road) and the fact the Barranca Parkway
widening construction is nearly complete and both Warner Avenue and Armstrong Extensions are
currently under construction. Solicitation of services for worked already in some state of design by
a civil engineer or geotechnical engineer of record is generally not easily assumed by another and
can add substantial time and cost as previous work is authenticated or redone.
The total design cost effort recommended here• is approximately 4.5% of the total estimated
construction cost of $42 million for these improvements, much lower than the 10% design cost
which would normally be estimated for such work effort. Having their existing knowledge of the
projects and their working relationships with regulatory agencies, utility providers (IRWD, SCE,
SoCal Gas, etc.), and the City these firms were determined to be the most qualified to provide the
required services at this time and meet critical construction expectations for the necessary
backbone improvements, funded in part by anticipated Community Facility District (CFD) 2014-1.
