There will be no separate discussion of these items prior to the time of the voting on the motion unless members of the Commission, staff, or public request specific items to be discussed and /or removed from the Consent Calendar for separate action. APPROVAL OF MINUTES — July 8, 2014, PLANNING COMMISSION MEETING. RECOMMENDATION: That the Planning Commission approve the minutes of the July 8, 2014 meeting as provided. Written materials relating to agenda items for an open session regular meeting of the Planning Commission that are distributed to a majority of the Planning Commission less than 72 hours prior to the meeting are available for public inspection at the following locations: At the Community Development Department – Planning counter - during regular business hours and following business hours (after 5:30 p.m.) in the Council Chambers on the day of the meeting. 1-0 In compliance with the Americans With Disabilities Act, if you need special assistance to participate in this meeting, please contact the office of the City Clerk at (714) 573 -3025. Notification 72 hours prior to the meeting will enable the City to make reasonable arrangements to assure accessibility to this meeting. Agenda – Planning Commission – July 22, 2014 – Page 1 of 3 PUBLIC HEARING: 2. CONDITIONAL USE PERMIT 2014 -08, A REQUEST TO ESTABLISH A PRIVATE, INDOOR RECREATIONAL USE (ONE -ON -ONE PITCHING AND HITTING TRAINING) WITHIN AN EXISTING INDUSTRIAL OFFICE SPACE To establish a private one -on -one indoor recreational use, including pitching and hitting training, within an existing 1,872 square -foot tenant space located within a light industrial office complex. ENVIRONMENTAL: This project is categorically exempt pursuant to the California Environmental Quality Act (CEQA) Section 15301, Class 1. RECOMMENDATION: That the Planning Commission adopt Resolution No. 4261, approving the establishment of a private indoor recreation facility for one -on -one hitting and pitching training within an existing 1,872 square -foot tenant space located at 2650 Walnut Avenue, Suite A. Presented by: Edmelynne V. Hutter, Senior Planner REGULAR BUSINESS: 3. DRAFT TUSTIN PIONEERS RECOGNITION PROGRAM On July 8, 2014, staff provided the draft Tustin Pioneers Recognition Program Guidelines (the Guidelines) to the Commission and recommended that the Commission receive and review the document, and provide staff with comments and direction at the Commission's July 22, 2014, meeting. The proposed City of Tustin Pioneers Recognition Program (the Program) would enable various community organizations and individuals to honor Tustin Pioneers by providing funding for life size bronze busts and plaques that would be placed on pedestals in public locations. The bronze busts and plaques could be located in City parks, parkways, sidewalks, locations adjacent to historic sites, shopping centers, and other prominent locations. RECOMMENDATION: That the Commission provide comments and input as deemed appropriate, and make a recommendation of approval to the City Council. TUSTIN HISTORIC REGISTER NOMINATION — 175 SOUTH A STREET The Preservation Conservancy transmitted a nomination of 175 S. A Street for the Commission's consideration to the Tustin Historic Register Plaque Designation Program. The purpose of the voluntary program is to recognize Tustin's historic properties, educate the public, increase public interest in historic properties, and promote community pride. RECOMMENDATION: That the Planning Commission approve the nomination of 175 South A Street to the Tustin Historic Register Plaque Designation Program and select "Kiser House" as the most appropriate historical name and "circa 1885" as the date of construction of the property. DRAFT CITY OF TUSTIN CULTURAL RESOURCES DISTRICT COMMERCIAL DESIGN GUIDELINES — FOR 30 -DAY PUBLIC REVIEW PERIOD The draft Commercial Design Guidelines serves as a guide to assist property owners, architects, contractors, and other design professionals in understanding the City's goals for the preservation of historically significant buildings and neighborhoods. Another purpose is to provide basic principles for achieving quality design and development compatible with the character of the Cultural Resources District (CRD); the guidelines often help property owners and design professionals in designing projects that are acceptable and consistent with the design criteria and standards established for the CRD. At the meeting, staff will review the comments received from the Commission, as well as receive any new or additional comments the Commission may wish to provide.
