HomeMy WebLinkAbout04 PC AGENDA REPORT 175 SOUTH A STREETG♦�Y O� AGENDA REPORT ITEM 0", J� s�1 F IF MEETING DATE: JULY 22, 2014 TO: PLANNING COMMISSION FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: TUSTIN HISTORIC REGISTER NOMINATION — 175 SOUTH A STREET RECOMMENDATION That the Planning Commission approve the nomination of 175 South A Street to the Tustin Historic Register Plaque Designation Program and select "Kiser House" as the most appropriate historical name and "circa 1885" as the date of construction of the property. BACKGROUND AND DISCUSSION Owners of historic homes or commercial buildings in Tustin are eligible to participate in the City's plaque designation program, called the Tustin Historic Register. The purpose of the voluntary program is to recognize Tustin's historic properties, educate the public, increase public interest in historic properties, and promote community pride. The bronze plaques purchased through the program may be mounted on the building or set on metal stakes. Property owners who would like to participate are responsible for the cost, installation, and maintenance of the plaques. The plaques display the construction date of the building, up to two lines of text, and are identified with the words "Tustin Historic Register." A photograph of a Tustin Historic Register plaque is shown in Figure 1. Nomination forms are obtained from the Community Development Department. Anyone, including the Commission, may nominate properties. On May 30, 2014, the owners of the single family residence at 175 South A Street submitted a nomination form (Attachment A) to the Community Development Department. Pursuant to the procedures approved by the City Council on November 6, 2007, the nomination form was forwarded to the presidents of the Tustin Preservation Conservancy and Tustin Area Historical Society on June 4, 2014 (Attachment B). The two groups were requested to collaborate and /or review the nomination, research the history of the property, and to note the most appropriate historical name and date of construction. Planning Commission Report Tustin Historic Register— 175 South A Street July 22, 2014 Page 2 The Preservation Conservancy and Historical Society transmitted the attached emails (Attachment C) to the Community Development Department on July 8, 2014, and July 15, 2014, respectively, expressing their support for the nomination. Figure 1 The Victorian Greek Revival board - and -batten home located at 175 South A Street (see photographs in Figure 2 and Attachment D) was built around 1885 and has a B rating in the City's 1990 Historical Survey and a 3S rating in the City's 2003 Historical Resources Survey, which denotes a property that appears eligible for separate listing in the National Register of Historic Places. Edmund L. Kiser owned and lived in the house from 1916 until 1946, and Mrs. Kiser continued to live in the home until about 1970, according to the current owner. Mr. Kiser was elected to Tustin's first City Council in 1927 and served until 1945. He also served as Fire Chief of the Tustin Volunteer Fire Department. The date on the plaque should be "Circa 1885." If the plaque is approved by the Commission, staff will collect the appropriate payment, order the plaque from the manufacturer, and notify the property owner once the plaque has been delivered. jutt- Scott Reekstin Elizabeth A. The purpose of the plaque designation program is to recognize Tustin's historic properties, educate the public, increase public interest in historic properties, and promote community pride. All properties listed in the Tustin Historic Resources Survey are eligible for nomination to the program. Owners of properties that are selected by the City's Planning Commission for the program are not obligated to purchase and /or display the plaque. Participation is completely voluntary. The Planning Commission will consider the nomination in approximately six weeks. I have consulted with one of our archivists who specializes in researching homes in Old Town each year in preparation for our annual Promenade Home & Garden Tour and she does have records of our prior research of this property. She reviewed the documents you provided us and found that everything matches her findings in her prior research. Therefore, we have nothing to add or to correct on the records you provided; we have The Ed Kiser House as the historical name of this property, along with the approximate date of construction as being 1885, in our records as well. Thank you for including us in this review; I do apologize that I did not get back to you sooner.
