HUSTON, CITY MANAGER FROM: POLICE DEPARTMENT SUBJECT: SUPPLEMENTAL LAW ENFORCEMENT SERVICES FUND (SLESF) SUMMARY In 1996, AB 3229 established the Citizen's option for Public Safety (COPS) grant program. Proceeds from the program can only be used for front line law enforcement services that may include the purchase of new equipment, hiring of additional personnel and increasing the opportunity for training of safety personnel. Ever increasing demands for service and technology advancements require specialized training and equipment in order to effectively manage crime scenes and collect evidence for prosecution in court. We are proposing that $50,000.00 of this year's allocation of AB 3229 proceeds, totaling $137,294.00, be utilized to add two additional Police Services Officers assigned to the Crime Scene Investigation Unit of the Police Department. The remaining funds would be used to partially fund the City's Gang Unit, also assigned to the Police Department. The Bill requires both a public hearing and a special fund for these monies. RECOMMENDATION 1. Open and close a Public Hearing. , Authorize City Staff to amend the City's Classification and Compensation Plan(s) to add 2.0 Police Services Officers. 3. Appropriate $50,000.00 from the un-appropriated reserves of the General fund. , Approve the use of $50,000.00 of the current year's proceeds from AB 3229 to transfer to the General Fund for the addition of new personnel. . Approve the balance of AB 3229 proceeds be transferred to the General Fund to partially offset the annual expense of the City's Gang Unit. , Adopt Resolution 02-123 amending the City's Classification by an increase of two Police Services Officers. BACKGROUND Since its inception, the COPS/SLESF grant programs have been used to partially fund our Gang Unit and anti-crime prevention programs. We recommend that this partial allocation of funds continue. Additionally, with the delivery of the Police Department's Crime Scene Investigation Vehicle, we would recommend that we add two (2) Police Services Officers assigned directly to the investigation of crime scenes, collection of evidence and subsequent court testimony. The Crime Scene Investigation Unit will relieve police officers in the field of this responsibility, making them more available for calls for service and other public safety related duties. As required, the Public Hearing Notice was published November 21, 2002. STEVE FOSTER Chief of Police SF:et Attachment RESOLUTION NO. 02-123 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE CITY'S CLASSIFICATION PLAN WHEREAS, the City adopted a Classification Plan in 1984 by adopting Resolution No. 84-63; and WHEREAS, the City Council has amended its Classification and Compensation Plans when appropriate; WHEREAS, it is now desirable to revise and update the City's Classification Plan; WHEREAS, the City now desires to increase its Classification Plan by two Police Services Officers. NOW, THEREFORE, the City Council of the City of Tustin, California does hereby resolve that the Classification and Compensation Plans of the City of Tustin, dated August 20, 1984, as previously amended, is hereby increased by two Police Services Officers. Passed and adopted at a regular meeting of the Tustin City Council held on the 16th day of December, 2002.
