APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO
ADVERTISE FOR BIDS FOR THE PIONEER ROAD PARK IMPROVEMENTS
SUMMARY:
The scope of work for the Pioneer Road Park Improvements includes the development
of a 3.1-acre parcel of land for a public park. Improvements will include two tot lots, a
restroom facility, picnic shelter, water play area, parking lot, perimeter walkway and trail,
landscaped areas and security lighting.
RECOMMENDATION:
The City Council adopt the attached Resolution No. 02-121 approving plans and
specifications for the Pioneer Road Park Improvements, (Project No. 2053) and
authorize the City Clerk to advertise for bids.
FISCAL IMPACT:
The Project will be financed through the Park Development Fund with support from the
per capital allocation of Proposition 12 - Park Bond Act. The total allocation for design
services and construction for Pioneer Road Park is $1,930,500.00 (11-999-9535-2053)
as identified in the FY 2002-03 Capital Improvement Program.
BACKGROUND:
The improvements will be done at a 3.1-acre vacant site located at 10250 Pioneer Road
in the northeastern section of the City. The Design Development Report and
Conceptual Design were developed with input from numerous residents, the Parks and
Recreation Commission and the City wide task force.
A Notice of Determination has been filed with the County Recorder in compliance with
the Califomia Environmental Quality Act and the Public Resources Code Section
21092-3. The Project has been determined to have no significant impact on the
environment and a mitigated Negative Declaration has been prepared.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZATION TO ADVERTISE FOR BIDS FOR PIONEER ROAD
PARK IMPROVEMENTS - PROJECT NO. 2053
WHEREAS, it is the intention of the City of Tustin to improve the 3.1-acre
parcel of land at 10250 Pioneer Road with the development of a public park.
WHEREAS, the Parks and Recreation Services Department has presented
plans and specifications for the construction of said works; and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the Parks and Recreation Services Department are hereby approved as
the plans and specifications for Pioneer Road Park Improvements;
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals for
the completion of work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED by the City Council of the City of Tustin at a regular
meeting held on the 16th day of December 2002.
