MAIN STREET RECOMMENDATION That the Planning Commission: approve the nomination of 150 & 158 W. Main Street to the City's Commendation Program and Historic Register Plaque Program; select "Artz Building 1914" as the most appropriate historical name and date of construction of the property; and, forward the commendation to the City Council for recognition. BACKGROUND AND DISCUSSION The City's Commendation Program recognizes an Old Town property of outstanding merit as often as every calendar quarter. A decorative sign is displayed at the property, and the property is recognized at a City Council meeting. Properties commended to date include: 355 West Second Street, 320 West Third Street, 520 West Main Street, 150 & 158 W. Main Street August 12, 2014 Page 2 160 South Pacific Street, 335 South C Street, 340 West Main Street, 200 South A Street, 310 South Pasadena Avenue, 705 West Main Street (or 350 South Myrtle Avenue), 525 West Main Street, 410 Pacific Street, and 138 North B Street. The most recent nomination was approved in May of 2013. In addition, owners of historic homes or commercial buildings in Tustin are eligible to participate in the City's plaque designation program, called the Tustin Historic Register Plaque Program. The purpose of the voluntary program is to recognize Tustin's historic properties, educate the public, increase public interest in historic properties, and promote community pride. The plaques display the construction date of the building, up to two lines of text, and are identified with the words "Tustin Historic Register." The bronze plaques may be mounted or set on metal stakes. Properties that are recognized 41b through the City's Commendation Program are provided with a plaque that is paid for by the City of Tustin. Ariz Building — 150 & 158 W. Main Street Plaque on display at the Tustin Garage Building on El The City of Tustin is nominating the property at 150 & 158 Camino Reall6`h Street W. Main Street for a commendation and addition to the Tustin Historic Register Plaque Program. Typically, the Tustin Preservation Conservancy or the Tustin Area Historical Society would nominate a property; however, a City- initiated nomination is being brought forward to recognize that the building was constructed 100 years ago in 1914. This Neo Classical Revival structure is listed on the National Register of Historic Places. It has an A rating in the City of Tustin's 1990 Historical Survey and a 1S rating in the City's 2003 Historical Resources Survey. An A rating designates that the building is an obvious example of a historically significant or notable structure indicated by distinctive architectural characteristics or age. Main Street August 12, 2014 Page 3 According to the City's 2003 survey, this building is a significant example of Old Town's commercial development during the turn of the century. It is also important as an example of Tustin's Neo Classical Revival architecture. Character defining features of the building include, but are not limited to: • A row of round, iconic columns forms an impressive promenade along the single storied double storefronts along Main Street; • Original tin ceiling and deeply recessed arched windows, created with stained glass, are unique features in Tustin; and • Strong visual node in the City center. In addition, the building is important because of its association with early Tustin residents. Sam Tustin, the son of Tustin's founder, Columbus Tustin, constructed the building in 1914. Charles O. Artz leased the building for his general store of dry goods and groceries, which was moved from the Tustin Building next door. The operations continued until 1931. After that time, the building was temporarily used for Tustin Elementary School District classes as well as various other commercial uses. Today, the building is owned by Robert Lindquist, who bought the property in 1995. The program guidelines require nominations to be provided to the Tustin Preservation Conservancy and the Tustin Area Historical Society to identify the proper name and date of construction. Since the National Register of Historic Places provides the name "Ariz Building" and the construction date of "1914" on its listing, staff is recommending that this name and date be selected for Tustin's Historic Register. The proposal has been forwarded to the Tustin Preservation Conservancy and the Tustin Area Historical Society. The Conservancy and Historical Society have both indicated their concurrence with the proposed name and date of the property. 150 & 158 W. Main Street August 12, 2014 Page 4 Just as notable as this historic building, is the business which currently occupies the space. The Artz Building has been the home to the well -known Rutabegorz restaurant for over 35 years. Owned by Paul Berkman, Rutabegorz opened in 1978, and originally only occupied half of the building. After gaining popularity, the restaurant expanded to occupy the entire structure. Rutabegorz could be considered a "destination" location, as visitors are drawn to Old Town Tustin to eat at this restaurant, which has been a part of Tustin's community for many years.
