PRESENTATION:
WILCOX MANOR VIRTUAL HOME TOUR (YOUTUBE VIDEO)
Binsack Provided a presentation of the item, along with a brief background and the
significance of Wilcox Manor to the Commission.
Binsack also introduced the newest Community Development employee,
Samantha Beier, to the Commission. Binsack had favorable comments for
Samantha, with regards to the $270K State Grant funding the City received which
will go to Frontier Park (spray ground water conservation / playground equipment),
and thanked Samantha for her hard work.
Commission Favorable comments were provided from the Commission to Lindburgh McPherson
and Michael Demoratz for past and continued support of Old Town Tustin.

RECOMMENDATION:
That the Planning Commission approve the minutes of the July 8, 2014
meeting as provided.
Motion: It was moved by Kozak, seconded by Lumbard, to approve the July 8, 2014
Minutes, as amended. Motion carried 5 -0.
PUBLIC HEARING:
Adopted 2. CONDITIONAL USE PERMIT 2014 -08, A REQUEST TO ESTABLISH A
Resolution No. PRIVATE, INDOOR RECREATIONAL USE (ONE -ON -ONE PITCHING
4261. AND HITTING TRAINING) WITHIN AN EXISTING INDUSTRIAL OFFICE
SPACE
To establish a private one -on -one indoor recreational use, including
pitching and hitting training, within an existing 1,872 square -foot tenant
space located within a light industrial office complex.
ENVIRONMENTAL:
This project is categorically exempt pursuant to the California
Environmental Quality Act (CEQA) Section 15301, Class 1.

That the Planning Commission adopt Resolution No. 4261, approving the
establishment of a private indoor recreation facility for one -on -one hitting
and pitching training within an existing 1,872 square -foot tenant space
located at 2650 Walnut Avenue, Suite A.

Thompson Thompson asked the applicant, Kevin France, if there have been any conflicts with
the surrounding businesses as far as uses are concerned.
France In response to Thompson's question, Mr. France stated there have been no
conflicts with his customers or businesses in the area.
Kozak Kozak asked Mr. France if he understood and was in agreement with the
Conditions of Approval.
France In response to Kozak's question, Mr. France stated he understood and is in
agreement with the Conditions of Approval. He also had favorable comments for
Hutter with regards to her assisting him with understanding the Conditions of
Approval.

Kozak Kozak had favorable comments regarding the great cooperation between the
applicant and City Staff.
Lumbard Lumbard asked if the use was compatible with the current zoning. He also asked
staff to explain "at what point the City would reach a threshold in zone change'.
Binsack Binsack's response to Commission's concerns generally included the following:
Typically, if the commercial use is determined to be appropriate to locate in the
industrial district, then a zone change would be appropriate; Piecemeal approval of
uses change the intent of the zoning area (i.e. Jamboree Plaza — intended to be
visitor serving use; however, the site has evolved to a veterinarian complex);
several recreational uses are now establishing in the industrial zones (an
appropriate question maybe should be commercial or industrial). A zone change
typically is done in advance not arrears; and there is the potential of an
incompatible use then establishing.

Altowaiji asked Staff if the Commission was allowed to discuss the "overall
industrial zoning issue" or if it should be agendized for a future meeting.
In response to Altowaiji's question, Binsack suggested the item be agendized at a
future meeting, if not pertaining to the current item.
Item was moved by Smith, seconded by Altowaiji, to adopt Resolution No. 4261, as
provided. Motion carried 5 -0.
REGULAR BUSINESS:
3. DRAFT TUSTIN PIONEERS RECOGNITION PROGRAM
On July 8, 2014, staff provided the draft Tustin Pioneers Recognition
Program Guidelines (the Guidelines) to the Commission and
recommended that the Commission receive and review the document,
and provide staff with comments and direction at the Commission's July
22, 2014, meeting.
The proposed City of Tustin Pioneers Recognition Program (the Program)
would enable various community organizations and individuals to honor
Tustin Pioneers by providing funding for life size bronze busts and
plaques that would be placed on pedestals in public locations. The bronze
busts and plaques could be located in City parks, parkways, sidewalks,
locations adjacent to historic sites, shopping centers, and other prominent
locations.
RECOMMENDATION:
That the Commission provide comments and input as deemed
appropriate, and make a recommendation of approval to the City Council.

Lindburgh McPherson, Ad -Hoc Committee Member, had favorable comments

regarding the Program.
Commission The Commission's input generally included the following: That alternative
materials, other than bronze, be evaluated; that Program information be provided
on the City's website, including historical information about the honored pioneer;
that an encroachment permit be documented; that Staff inquire prevailing wage if
the City's going to install pedestals; that the Program allow flexibility for the
pedestal to be publicly or privately funded; that the privately funded bronze bust
be donated to the City; that the Ad -hoc Committee prioritize a group of founding
pioneers such as Columbus Tustin, Nelson Stafford, Charles Edward Utt, David
Hewes, and Sherman Stevens to be given preference to be recognized initially;
and that the City's logo or seal be featured on the plaque of the busts.
Binsack Binsack's responses to the Commission's input generally included: Staff will
consider more secure locations; more research will be conducted on other
manufacturers via a public bidding process; will recommend the City Council make
the determination on how they want the busts /pedestals funded; and if the City
should fund some or all of the project and the maintenance /installation.
Bobak Bobak stated the City might consider having control of the installation process of
busts /pedestals.
Motion: It was moved by Lumbard, seconded by Kozak, to provide comments and input to
the City Council, as deemed appropriate, and recommend approval of the
Program, as amended. Motion carried 5 -0.
Approved the 4. TUSTIN HISTORIC REGISTER NOMINATION — 175 SOUTH A STREET
nomination.
The Preservation Conservancy transmitted a nomination of 175 S. A
Street for the Commission's consideration to the Tustin Historic Register
Plaque Designation Program. The purpose of the voluntary program is to
recognize Tustin's historic properties, educate the public, increase public
interest in historic properties, and promote community pride.
RECOMMENDATION:
That the Planning Commission approve the nomination of 175 South A
Street to the Tustin Historic Register Plaque Designation Program and
select "Kiser House" as the most appropriate historical name and "circa
1885" as the date of construction of the property.
Reekstin Provided a presentation of the item.
Motion: It was moved by Smith, seconded by Altowaij, to approve the nomination of 175
South A Street to the Tustin Historic Register Plaque Designation Program.
Motion carried 5 -0.

The draft Commercial Design Guidelines serves as a guide to assist
property owners, architects, contractors, and other design professionals in
understanding the City's goals for the preservation of historically
significant buildings and neighborhoods. Another purpose is to provide
basic principles for achieving quality design and development compatible
with the character of the Cultural Resources District (CRD); the guidelines
often help property owners and design professionals in designing projects
that are acceptable and consistent with the design criteria and standards
established for the CRD. At the meeting, staff will review the comments
received from the Commission, as well as receive any new or additional
comments the Commission may wish to provide.
RECOMMENDATION:
That the Commission provide comments and input as deemed
appropriate.
Reekstin Provided a presentation of the item.
Kozak Kozak had favorable comments for Reekstin's presentation and the Guidelines.
He asked that the recently adopted First Street Specific Plan be included as a
reference once the Guidelines are final.
Altowaiji Altowaiji had favorable comments for Reekstin regarding the Guidelines. His
comments /concerns generally included: He requested Staff emphasize bicyclists
and pedestrian ways; suggested Staff develop a concept for the Ficus tree issues;
Altowaiji also suggested there be requirements for preservation /rehabilitation, and
seismic /retrofit hardware guidelines to not take away from the look of historic
buildings; and that awnings are not part of the history and are changing the look of
the buildings.
Smith Smith referred Staff to Page 178 of the Guidelines (Jacaranda identified as "plant
material ") and if this is the preferred tree.
Reekstin Reekstin informed the Commission that Staff is still in the process of suggesting
alternate trees with the landscape team. May be better alternatives for the
problematic trees. He also had favorable comments for Beier's "hard work and
efforts" on working on the Guidelines.
Binsack Binsack stated the issue of the Ficus trees will be discussed in the upcoming
Downtown Commercial Core Plan public workshops.
Lumbard Lumbard had favorable comments for Staffs hard work on the Guidelines.
Thompson Thompson thanked Staff for incorporating the Commission's input into the
Guidelines.
Motion: Thompson moved to approve the Guidelines, as amended, seconded by Kozak, to
move forward to make the document available to the public, conduct a public
workshop, and forward the Guidelines to the City Council.

Binsack
Binsack informed the Commission of the interviews between the Commission and
MIG in the upcoming weeks to discuss the Downtown Commercial Core Plan.
COMMISSION CONCERNS:
Kozak
Kozak welcomed Beier and thanked Staff for their hard work on tonight's agenda
items. He has been attending and enjoying the Concerts in the Park. Kozak also
recognized Sunday, July 20, 2014, as the 45th anniversary of America's Apollo 11,
Eagle, Landing on the Moon.

"Welcome Beier!" Lumbard thanked Staff for a job well done on the Guidelines.
Thompson On July 15, 2014, Thompson attended the OCTA Citizens Advisory Committee. He
gave kudos to the Tustin Preservation Conservancy for the article on "KIT Homes ".
Thompson asked Staff to agendize guidelines for a policy on the industrial areas of
the City which can then be taken to the City Council for approval.
8:48 p.m. ADJOURNMENT:
The next regular meeting of the Planning Commission is scheduled for Tuesday,
August 12, 2014, at 7:00 p.m. in the City Council Chamber at 300 Centennial
Way.
Closed the meeting in honor of Mrs. Alice Avery O'Neil, who passed the
morning of July 22, 2014.
