RECOMMENDATION
That the City Council authorize the firm of Nielsen, Merksamer, Parrinello, Mueller and
Naylor (the firm) to provide legislative advocacy and general strategic advice.
BACKGROUND/DISCUSSION
The City retained the firm last year to assist with various legislative matters. Given the
intense pressure cities and redevelopment agencies will be under .in 2003 due to the
State's deficit, it would be in the City's best interest to retain the firm another year. The
City has unique needs not common to other cities (e.g. Tustin Legacy project) that
require particular expertise and constant monitoring in Sacramento.
Under the retainer arrangement the firm will monitor all legislative matters that affect the
City and lobby on the City's behalf when appropriate. The scope of the firm's
representation will include all City functions (police, planning, public works, general
administration, finance, etc.).
FISCAL IMPACT
All services would be provided under a $6,000 per month retainer. Any direct expenses
would be billed (travel, any special services, etc).
