STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: ADOPT RESOLUTION NO. 14-57 TO ACCEPT IMPROVEMENTS FOR THE MCFADDEN AVENUE REHABILITATION BETWEEN MANTLE LANE AND PASADENA AVENUE PROJECT (CIP 70213) AND THE IRVINE BOULEVARD REHABILITATION BETWEEN PROSPECT AVENUE AND HOLT AVENUE PROJECT (CIP 70218) SUMMARY Construction of the McFadden Avenue Pavement Rehabilitation Project between Mantle Lane and Pasadena Avenue Project (CIP 70213) and the Irvine Boulevard Pavement Rehabilitation between Prospect Avenue and Holt Avenue Project (CIP 70218) have been completed to the satisfaction of the City Engineer and the projects are now ready for City Council acceptance. RECOMMENDATION It is recommended that the City Council: 1. Adopt Resolution No. 14-57 accepting the construction of the McFadden Avenue Rehabilitation between Mantle Lane and Pasadena Avenue Project (CIP 70213) and the Irvine Boulevard Rehabilitation between Prospect Avenue and Holt Avenue Project (CIP 70218); and 2. Authorize the City Engineer to execute and file the Notice of Completion with the County Recorder's Office. FISCAL IMPACT The construction budget for the McFadden Avenue Rehabilitation between Mantle Lane and Pasadena Avenue Project (CIP 70213) and the Irvine Boulevard Rehabilitation between Prospect Avenue and Holt Avenue Project (CIP 70218) was $867,000. The final construction cost for these projects is $819,125. The projects were funded through a combination of sources that included State Proposition 1B SLPP Formula Grant funds and matching dollar-for-dollar Measure M1 Turnback / M2 Fair Share funds. In addition, $73,500 of General CIP Funds were used to cover the up-front costs of the City of Santa Ana's match for the McFadden Avenue Rehabilitation Project, which will be reimbursed under a cooperative agreement with the City of Santa Ana. CORRELATION TO THE STRATEGIC PLAN Rehabilitation of the streets contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy#3(b), which among other items, is to ensure continuous maintenance and improvement of public facilities. Notice of Completion for McFadden Avenue and Irvine Boulevard Rehabilitation Projects September 2, 2014 Page 2 • DISCUSSION The project consisted of localized removal and replacement of severely distressed asphalt paving; grinding of existing asphalt paving along roadway edges; construction of a new asphalt rubber hot mix (ARHM) overlay; removal and replacement of damaged curb & gutter and sidewalks; replacement of existing curb ramps to be in compliance with the current federal Americans with Disabilities Act (ADA) requirements; replacement of traffic signal detector loops; replacement of striping and pavement markings; and adjustment of manhole rims and valve boxes to grade. Location Maps • • • S:\City Council Items\20I4 Council Items\09-02-2014\NOC for McFadden_Irvine Rehab\NOC McFadden_Irvine Rehab(CIP No. 702 13 70218).docx ATTACHMENT 1 RESOLUTION NO. 14-57 RESOLUTION NO. 14-57 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE MCFADDEN AVENUE REHABILITATION BETWEEN MANTLE LANE AND PASADENA AVENUE PROJECT (CIP 70213) AND THE IRVINE BOULEVARD REHABILITATION BETWEEN PROSPECT AVENUE AND HOLT AVENUE PROJECT (CIP 70218) WHEREAS, Sequel Contractors, Inc., having a contract with the City of Tustin to construct the hereinafter described public works and improvement; and WHEREAS, • the City Engineer has duly certified to the construction and completion of said public improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, and acceptance of said public works and improvement should be filed and payment of the balance due said contract authorized in accordance with the contract documents; • NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public works and improvement is found to be complete, and the same is hereby accepted. Said public works and improvement is more particularly described as follows: McFadden Avenue Rehabilitation between Mantle Lane and Pasadena Avenue Project (CIP 70213) and the Irvine Boulevard Rehabilitation between Prospect Avenue and Holt Avenue Project (CIP 70218) BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
