Persons wishing to speak regarding Consent Calendar matters should file a "Request to Speak" form with the City Clerk. (Agenda Items 1 through 4) 1. APPROVAL OF MINUTES — JOINT REGULAR MEETING OF THE CITY COUNCIL AND THE SUCCESSOR AGENCY TO THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY HELD ON AUGUST 5, 2014 Recommendation: That the City Council approve the Action Minutes of the Joint Regular Meeting of the City Council and the Successor Agency to the Tustin Community Redevelopment Agency held on August 5, 2014. 2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL The City Council has approved the use of Government Code Section 37208 to expedite the payment of City of Tustin and Tustin Community Redevelopment Agency obligations that are in accordance with the approved budget or continued operations authorizations. Recommendation: Approve Payroll in the amount of $656,434.11 and City Council, Successor Agency and Housing Authority September 2, 2014 Meeting Agenda Page 3 of 6 $656,713.90 and Demands in the amount of $8,696,736.56. 3. TUSTIN HOUSING AUTHORITY ANNUAL MEETING AND ANNUAL REPORT Pursuant to the Tustin Housing Authority Bylaws and State of California Housing Authorities Law of the California Health and Safety Code, the Tustin Housing Authority is holding an annual meeting and receiving and filing the annual report for the preceding fiscal year. Recommendation: That the Tustin Housing Authority Commissioners take the following actions: 1. Open their Annual Meeting and receive and file the Annual Report for Fiscal Year ( "FY ") 2013 -2014 and transmit such report to the Tustin City Council. 2. Close their Annual Meeting. That the City Council take the following actions: 1. Receive and file the Housing Authority's Annual Report for FY 2013 -2014. 2. Direct that a copy of the Housing Authority's Annual Report for FY 2013- 2014 be filed with the City Clerk and ex- officio Clerk of the City Council of the City of Tustin and the California State Department of Housing and Community Development. 4. AUTHORIZE PURCHASE OF THREE UTILITY TRUCKS, ONE CREW CAB, TWO EXTENDED CABS, ONE PICKUP TRUCK, ONE SEDAN AND DECLARE SURPLUS EQUIPMENT FOR PUBLIC AUCTION Staff is requesting City Council authorization to purchase three utility trucks, one crew cab truck, one standard cab truck for use by the Public Works Department, two extended cab trucks, one sedan for use by the Community Development Department and two sedans for the Police Departments parking control. In addition, the City Council is requested to declare certain City equipment no longer required for public use in accordance with Section 1630a (2) of the Tustin City Code (TCC) and authorize their sale at public auction. Recommendation: That the City Council: 1. Adopt Resolution No. 14 -55 authorizing the State of California Department of General Services to purchase three utility trucks, one crew cab truck, two extended cab trucks, one standard cab truck and three sedans from Winner Chevrolet in Elk Grove, CA. in the amount of $284,343.44. 2. Declare, in accordance with the Tustin City Code - Section 1630a (2), the City Council, Successor Agency and Housing Authority September 2, 2014 Meeting Agenda Page 4 of 6 attached itemized list of equipment as surplus and not required for public use and authorize the sale of the equipment at the next available public auction, crediting net proceeds to applicable City revenue fund. RESOLUTION NO. 14 -55 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA AUTHORIZING THE DEPARTMENT OF GENERAL SERVICES OF THE STATE OF CALIFORNIA TO PURCHASE CERTAIN ITEMS REGULAR BUSINESS ITEMS Matters listed under Regular Business are generally proposals for new legislation or items requiring discussion (Agenda Items 5 through 6) 5. ADOPT RESOLUTION NO. 14 -57 TO ACCEPT IMPROVEMENTS FOR THE MCFADDEN AVENUE REHABILITATION BETWEEN MANTLE LANE AND PASADENA AVENUE PROJECT (CIP 70213) AND THE IRVINE BOULEVARD REHABILITATION BETWEEN PROSPECT AVENUE AND HOLT AVENUE PROJECT (CIP 70218) Construction of the McFadden Avenue Pavement Rehabilitation Project between Mantle Lane and Pasadena Avenue Project (CIP 70213) and the Irvine Boulevard Pavement Rehabilitation between Prospect Avenue and Holt Avenue Project (CIP 70218) have been completed to the satisfaction of the City Engineer and the projects are now ready for City Council acceptance. Recommendation: That the City Council: 1. Adopt Resolution No. 14 -57 accepting the construction of the McFadden Avenue Rehabilitation between Mantle Lane and Pasadena Avenue Project (CIP 70213) and the Irvine Boulevard Rehabilitation between Prospect Avenue and Holt Avenue Project (CIP 70218); and 2. Authorize the City Engineer to execute and file the Notice of Completion with the County Recorder's Office. RESOLUTION NO. 14 -57 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE MCFADDEN AVENUE REHABILITATION BETWEEN MANTLE LANE AND PASADENA AVENUE PROJECT (CIP 70213) AND THE IRVINE BOULEVARD REHABILITATION BETWEEN PROSPECT AVENUE AND HOLT City Council, Successor Agency and Housing Authority September 2, 2014 Meeting Agenda Page 5 of 6 AVENUE PROJECT (CIP 70218) 6. ADOPT RESOLUTION NO. 14 -56 TO ACCEPT IMPROVEMENTS FOR THE ENDERLE CENTER DRIVE AND VANDENBERG LANE INTERSECTION ENHANCEMENTS PROJECT (CIP 40078) Construction of the Enderle Center Drive and Vandenberg Lane Intersection Enhancements Project (CIP 40078) has been completed to the satisfaction of the City Engineer and the project is now ready for City Council acceptance. Recommendation: That the City Council: Adopt Resolution No. 14 -56 accepting the construction of the Enderle Center Drive and Vandenberg Lane Intersection Enhancements Project (CIP 40078); and 2. Authorize the City Engineer to execute and file the Notice of Completion with the County Recorder's Office. RESOLUTION NO. 14 -56 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE ENDERLE CENTER DRIVE AND VANDENBERG LANE INTERSECTION ENHANCEMENTS PROJECT (CIP 40078) OTHER BUSINESS /COMMITTEE REPORTS ADJOURNMENT — The next meeting is scheduled for Tuesday, September 16, 2014 for the Closed Session Meeting at 5:30 p.m. and the Regular Business Meeting at 7:00 p.m. in the Council Chamber, 300 Centennial Way, Tustin, California.
