SUBJECT: LETTER OF SUPPORT REGARDING THE TRANSFER OF ORANGE COUNTY
SANITATION DISTRICT LOCAL SEWER AREA #7 TO EAST ORANGE
COUNTY WATER DISTRICT
SUMMARY
The East Orange County Water District has submitted a Reorganization Application with the
Orange County Local Area Formation Commission that if approved will transfer Orange County
Sanitation District Local Sewer Area #7 to East Orange County Water District.
RECOMMENDATION
It is recommended that the City Council approve the attached letter of support and authorize the
Mayor to sign the letter on behalf of the City.
FISCAL IMPACT
There is no fiscal impact associated with this item.
CORRELATION TO THE STRATEGIC PLAN
The recommended action contributes to the fulfillment of Strategic Plan Goal D, which among other
things is to work collaboratively with agencies on issues of mutual interest of concern.
DISCUSSION
The Orange County Sanitation District (OCSD) and East Orange County Water District (EOCWD)
have entered into an agreement to transfer OCSD Local Sewer Area #7 to EOCWD. Local Sewer
Area #7 includes the portion of Tustin that is not within the Irvine Ranch Water District service area.
The transfer requires review and approval by the Orange County Local Formation Commission
(OCLAFCO).
As a member of OCSD, the City voted in favor of the Local Sewer Facilities Transfer Agreement
between OCSD and EOCWD at the February 27, 2014 OCSD Board meeting. To reiterate the
City's support to this effort, staff is recommending the attached letter be sent to OCLAFCO.

Dear Commission Chair Carchio:
On behalf of the City of Tustin, I am sending this letter to express the City's support of the East Orange County
Water District (EOCWD) Reorganization Application, and specifically, the transfer of Orange County Sanitation
District Local Sewer Area #7, which includes area in northwest Tustin.
As a member of the Orange County Sanitation District (OCSD), the City voted in favor of the Local Sewer
Facilities Transfer Agreement between OCSD and EOCWD at the February 27, 2014, OCSD Board Meeting. The
City took this action in recognition of not only OCSD's desire to transfer the sewers, but also because of the
benefits that EOCWD can provide to the ratepayers of Local Sewer Area #7.
Based on EOCWD history of customer service and frugal governance in supplying imported water to the
region, we expect this transfer will provide improved emergency response times to Tustin residents and
stability in customer rates.
The City and the EOCWD have had a long and collegial relationship, and we look forward to the economic
efficiencies and quality service EOCWD has committed to provide their future sewer customers.
